As the “home” for all the employees of the Yellow River Water Conservancy Commission,the labor unions at all levels abide by the requirements on the work of labor union of the 19 th National Congress,and offer good service to all the employees by performing their duties.However,compared with its superiors,the labor union in a district's or a county's river bureau,which is the lowest level,is not doing a satisfactory job in comprehensively serving employees and rapidly implement the policies.There are mainly three reasons.First,the whole system of the Commission covers too large areas and too many employees.Second,the financial system is independent from that of the local government.At last,there are too many different levels of administrative bodies inside the system.Therefore,it is of practical significance to pinpoint the problems during the work of grass-roots labor unions and make an in-depth analysis,and put forward improvement strategies to stimulate employees' vitality and foster their cohesion.On the basis of evaluating relevant literature and documents,the thesis selects a grassroots river bureau--Z River Bureau as the research object.After field survey and observation at the the earlier stage,and from the perspective of the beneficiary employees and executors of the labor union,the the thesis analyzes the current situation of the labor union from six aspects of employees' rights protection,democracy management,welfare giving-out,women employees' work,and assistance to those in need.By closely centering on the labor union's four responsibilities,namely “Protect,build,educate and participate”,the methods of survey in questionnaires and interview were adopted for the research.According to the study,the labor union of Z River Bureau isunder-performed in all the above-mentioned four duties: First,the rights and interests of some employees were jeopardized;Second,the employees lack initiative in building a good environment;Third,the employees are not proactive in participation;Fourth,trainings are short of diversity.There are mainly five causes.First,insufficient fund;Second,incomplete organizational structure;Third,insufficient staff in the the union;Fourth,uneven personnel quality;Fifth,insufficient attention from the leadership.In order to address the above problems,the thesis provides four suggestions: one is to complete and implement the rules and regulations,and effectively protect employees' rights and interests;Second,establish a complete organizational structure by conforming to legal requirements;Third,innovate working methods and enhance the employees' participation in democracy management;Fourth,carry out training for employees in various ways,and improve training effect.To give full play to the four responsibilities of grassroots labor unions with high efficiency,a guarantee with sufficient funds is necessary.Only by continuously improve the infrastructure and build a good working environment can the employees have stronger sense of gain and happiness,in which way the Yellow River can secure long-term peace and high-quality development for the authority's good ties with the masses.
