The shortage of water resources is serious in Shandong province. Multi-year average quantity of water is30.307billion m3and334m3per capita, so it is a serious water shortage area. And the spatial and temporal distribution of water resources is extremely uneven, which means the average annual rainfall is about850mm southeastern Shandong coast descending order to the northwest inland550mm, and80%of the rainfall is concentrated in the four months of the flood season. Intertwined role of global climate change and large-scale economic development of the two factors, the water supply and demand situation is more critical in Shandong province. The water problem has become the "bottleneck" constraints for the strong economic and cultural development of Shandong, and taking the lead in scientific and harmonious development.To protect the safety of the province’s urban and rural water supply, the key is to improve the ability of the deployment of water resources. The modern water network, which means "the north rivers are linked up to the south’s, the east-west rivers are supplied each other, water storage and diversion are combined, reservoirs and rivers are contacted", is needed as soon as as to provide a reliable water protection for the strong economic and cultural construction. Some water engineer theories of modern water network were researched, but Shandong water network construction faced with many important theoretical issues is needed to be addressed. For example, taking full account of the existing river systems, lakes and water transfer projects in Shandong province, how to effective integrate the dispersed water diversion projects in order to play a comprehensive benefits? What is the overall blueprint of Modern water network in Shandong province like in the end? How to joint dispatch many water sources? What is the scheduling policy? These are urgent problems needed to study and solve.In response to these problems, the research group guided of the new water conservation idea in Shandong province, based on the theory of modern water network, proposed the "three integration nets, two links and one belt" overall architecture of Shandong provincial backbone water network, for the new water conservancy protection requirements of the unique natural and geographical, socio-economic conditions, overall consideration of the development strategy of "one body two wings","The Yellow River Delta","blue economic zone " in Shandong province. And the paper also analyzes the backbone water network system, the overall layout, scheduling policy and other key technologies, thereby providing a theoretical basis for the construction of modern water network in Shandong Province.
