Construction engineering consumption is one of the important information of the construction industry.It is an important influencing factor of engineering cost and one of the reference basis for enterprises to carry out internal management and bidding.Promoting the marketization process of development and utilization of construction consumption,can improve the accuracy of consumption information and fully exploit the enormous value which bears,but also there are many other important significance,such as: reducing engineering disputes,promoting the application of the Bill of Quantities,promoting the market-oriented reforms and high quality development of the construction industry.The status quo and problems of market-oriented development and utilization of construction engineering consumption were studied,and the obstacles hindering its development were analyzed,and suggestions were put forward in this thesis.Investigated the views of the construction industry related staff on the market-oriented development and utilization of construction engineering consumption,and analyzed the status quo of market development and utilization of construction engineering consumption from two perspectives of market demand and market supply,and fond the following problems: the degree of marketization of the development and utilization of construction engineering consumption is low,and the demand for construction engineering consumption is insufficient for most enterprises,consumption information is still mainly released by the government,and most companies rely on quotas issued by the government.Insufficient attention to consumption data in bid documents,serious idleness and waste of construction project consumption data,etc.With reference to the obstacles in the two areas of “enterprise quota” and “marketization of development and utilization of information resources”,combined with expert interviews,thirty-one obstacles that hinder the market-oriented development and utilization of construction project consumption are identified,including three levels of business,market and government.For the analysis of obstacle factors,first of all,questionnaire survey was conducted to allow the respondents to score each obstacle.Then,eight key barrier factors were extracted using Factor Analysis,and then ranked them according to the importance index.Next,the driving force,dependence and impact mechanism of key obstacles are identified through ISM.Finally,the status and role of each key barrier factor were analyzed by MICMAC.Suggestions were put forward from four aspects: organization construction,policy guidance,system construction,and technical support,in order to contribute to the marketization of the development and utilization of construction engineering consumption.
