Study On The Evaluation Of The Late Support Effect Of Reservoir Resettlement In Hebei Province

The large and medium-sized reservoirs have played a great role in flood control,power generation,irrigation,ecology and other aspects,effectively promoting national economic and social development,and reservoir immigrants have made significant contributions to this.In 2006,under the guidance of the State Council's Opinions on Improving the Later Stage Support Policy for Resettlement of Large and Medium-sized Reservoirs,Hebei Province formulated the "three-step" goal for the development of resettlement economy in the whole province.In a twinkling of an eye,the goal of "three-step" has already gone half way.It is of great significance to study and evaluate whether the implementation of the support policy for reservoir resettlement in Hebei Province has achieved the expected results and the key problems and Countermeasures in the later stage of resettlement,so as to further improve the support work for the later stage of resettlement and speed up the realization of poverty alleviation and wealth alleviation for migrants.Based on the results of the report on monitoring and evaluating the support policies of large and medium reservoir resettlement in Hebei Province,the main research contents and results are as follows:(1)This paper analyses the external and objective factors affecting the implementation of the late support effect of reservoir resettlement in Hebei Province,such as geographical location,topography,traffic situation,reservoir situation and migration distribution,and makes a comparative analysis of the basic conditions of reservoir resettlement in three typical districts of Tangshan City,Qinhuangdao City and Baoding City.(2)Five first-level indicators,including policy implementation,infrastructure,living conditions,production conditions and social security,and 26 second-level indicators,were selected to establish the evaluation index system.According to the evaluation index,the evaluation model of Hierarchical Set Pair Analysis is established,the weight is determined by AHP,and the evaluation grade is determined by SPA.(3)Finally,the effect of reservoir resettlement support in three typical districts of Tang,Qin and Bao was evaluated by comprehensive use of survey data.Based on the comparative analysis of the evaluation results,some reasonable suggestions are put forward in order to provide reference for the follow-up monitoring and evaluation of large and medium reservoirs in Hebei Province.
