Research On Flexible Urban Planning Strategies In Hohhot Central District

With the advancement of urbanization in China,strengthening the construction of urban resilience has become an effective way to achieve sustainable development.Urban elasticity reflects the ability of urban economy,urban infrastructure,urban society and urban ecosystem to resist external disturbances in the process of urban development.The level of elasticity and coordination among urban subsystems are the basis of urban sustainable development.Therefore,how to improve the resilience of urban subsystems and promote the construction of resilient cities has become a new research direction in the field of urban planning.Firstly,this paper combs the concept and connotation of resilient city,the research progress of resilient city at home and abroad,and the related theory of resilient city.Secondly,the evaluation index system of the elastic city in the central city of Hohhot is constructed by correlation analysis and principal component analysis.The weight of the evaluation index is determined by the entropy method.The model of the elastic index is determined by the comprehensive index method.The comprehensive score of the urban elasticity level in 2007-2016 is calculated and the change of the elastic level with time is analyzed.On the basis of the evaluation results of elastic index,the main factors affecting the level of elastic city are found by establishing the grey correlation model.Finally,based on the analysis of the main influencing factors,this paper puts forward the Countermeasures for the construction of flexible city in the central city of Hohhot.Through the above research,the main conclusions are as follows:(1)From 2007 to 2016,the urban comprehensive elasticity,urban engineering elasticity,urban ecological elasticity,urban economic elasticity and urban social elasticity of Huhhot downtown are on the rise.The urban comprehensive elasticity increased from 0.0217 in 2007 to0.2194 in 2016,with the fastest growth rate,with an average annual growth rate of 9 percentage points.In the criterion level,urban engineering elasticity grows fastest,followed by urban economic elasticity,and urban ecological elasticity grows slowest.(2)Establish the grey relational degree model,and calculate the relational degree value of each index factor and urban elasticity.Through the analysis of the calculation results,it is concluded that the correlation values between each index and urban elasticity are very large,which are higher than 0.55,indicating that each index has an important impact on the urban elasticity change.In the criterion level,the correlation degree with urban comprehensive elasticity is social elasticity,engineering elasticity,economic elasticity and ecological elasticity.(3)Indicators that have a greater impact on urban elasticity include the number of mobile phones per 100 people,daily electricity consumption per capita,density of drainage pipes,per capita urban road area and density of urban road network.Indicators that have a greater impact on urban elasticity include harmless disposal capacity of domestic refuse,centralized disposal rate of urban sewage,harmless disposal rate of domestic refuse,and people.Average park green space area and comprehensive utilization rate of industrial solid waste;the indicators that have a greater impact on urban elasticity include fixed assets investment in municipal public facilities construction,energy consumption of 10,000 yuan output value,per capita GDP,per capita fixed assets investment and per capita GDP;the indicators that have a greater impact on urban elasticity include the number of fire engines owned by 10,000 people,and the number of college students owned by 10,000 people.Per capita disposable income,population density and registered unemployment rate of urban residents.(4)Based on the results of urban elasticity evaluation and the analysis of its influencing factors in Huhhot's central urban area,theconstruction steps of the flexible city are designed with the concept of flexible urban planning as the core.In view of the four factors which have great influence on the urban engineering elasticity,ecological elasticity,economic elasticity and social elasticity,the paper puts forward the countermeasures to various problems in urban development and the construction of the flexible city.The relevant strategies of the city provide new ideas for the sustainable development of the city.
