Research On The Theory And Practice Of Photovoltaic Poverty Alleviation In Poor Areas Of Flower Arrangement

In the decisive stage of fully building a well-off society,the problem of poverty is still the most "short board" of Economic and social development.In the case of a marked improvement in poverty in the special poverty area,there are also relatively poor villages,known as the poor areas of flower arrangement,and poverty reduction in poor areas of flower arrangement should also be an important part of the national poverty alleviation and development.Ezhou belongs to the poor areas of flower arrangement and the old revolutionary area,and the poor population shows a "large dispersion,small concentration" of the "flower arrangement" pattern.Whether it is a special poverty area or a poor area of flower arrangement,because of its different development basic conditions,different stages of development,the causes,composition and distribution of particular poverty,poverty alleviation development policy orientation,target requirements,work process are different.The occurrence of flower arrangement poverty has the characteristics of locality,dispersion and relativity,in order to ensure that the poor areas of flower arrangement are not dragging their feet,it is required to take more accurate measures according to local conditions in the poverty alleviation and development of the region.Ezhou is the first batch of new energy demonstration cities in China,and the photovoltaic industry is one of the important new energy industries.Photovoltaic poverty alleviation is one of the ten projects of precise poverty alleviation.If there is no good market main body in the poor areas of flower arrangement,but the regional resource endowment is better,photovoltaic power generation can also become an easy to implement,quick effect and can be popularized poverty alleviation industry.Relying on national policies and government input to establish a moderate scale photovoltaic power station for village collectives and poor households can not only reduce energy consumption expenditure,but also obtain a certain fixed income,helping to improve the living standards and increase income of poor households.Taking the development of photovoltaic industry and photovoltaic poverty alleviation in poor areas of flower arrangement as the starting point,this paper defines the concepts about flower arrangement poverty and photovoltaic poverty alleviation through literature combing,and takes the basic theories of urban and rural integration development,rural revitalization strategy and common prosperity as the research basis,This paper explores and studies the main contents of two aspects of photovoltaic poverty alleviation theory and practice in poor areas of flower arrangement.The theory is based on the method of literature and summary,and the first chapter analyzes and summarizes the theoretical and difficult difficulties of precision poverty alleviation and industrial poverty alleviation in poor areas of flower arrangement,and points out the compatibility points of photovoltaic industry and poverty alleviation development in three aspects of feasibility,mutual benefit and win-win and industrial integration,and the second chapter analyzes photovoltaic poverty alleviation types,characteristics,development areas and implementation targets by combing and conparing the national to provincial,municipal and other local policy documents,combining with the relevant literature,consulting the relevant data.In practice,field investigation method,case study method and experience reference method are mainly used,The third chapter adopts the empirical research means and combines the network to collect and process the information,and analyzes the poverty situation of the poor villages,the development of photovoltaic poverty alleviation and its shortcomings in Ezhou City based on the investigation and analysis.It is found that the project construction is not standardized,the management level of operation and maintenance is low,and the income distribution is not perfect.The fourth chapter selects the successful PV poverty alleviation mode and the typical case in the whole country to compare and analyze,summarizes the experience and enlightenment of the government's vigorous support promotion,the photovoltaic poverty alleviation various construction mode,the poverty alleviation power station's high efficiency operation and maintenance management.Finally,the paper refers to the advanced experience of these areas,and puts forward the feasible optimization path for the policy formulation,implementation,operation and maintenance,income distribution and poverty alleviation of poor villages in poor areas of Ezhou.
