With the development of the new urbanization process,the state has increased the investment in the construction of large-scale infrastructure,and construction program have emerged one after another,the scale of which is getting larger and larger.These construction program play an important role in the development of social economy and the improvement of national living standards in our country.However,due to the complexity of their own construction,it is easy for serious problems to emerge,such as low implementation efficiency of construction program,the construction objectives out of control and increasing the amount of investment in resources.However,it is difficult to overcome the long construction cycle,high cost,complicated management process and external information by relying on the traditional project management theory and the existing construction level.The problems,such as strong interaction and large workload of management coordination,lead to endless problems of construction program and low management efficiency,which seriously limits the stability and rapid development of construction program.For improving the management level and promoting the long-term development of construction program,according to the management synergetic theory and the related research results at home and abroad,this paper systematically summarizes the synergetic factors that affect the comprehensive level of the construction program,which is established including information coordination,organization collaboration,resource collaboration,goal collaboration and cultural collaboration.Based on matter-element extension theory,a management synergy evaluation model is constructed.In determining first-level indicators,considering that the weight given to the indicators should reflect the importance of the collaborative factors of the project cluster in an effective and comprehensive manner,and the data collection of the collaborative degree of construction program management is often carried out under the condition of incomplete information,for that reason,the interval analytic hierarchy process(IAHP)is chosen to determine the weight,so as to realize the flexible processing.For ensuring that the evaluation is reasonable,the multilevel extension method is used to evaluate the synergy effect comprehensively and objectively,so as to determine the degree of synergy of each index factor of the project and find out the deficiencies in the management of the project cluster.It provides a theoretical model reference for the construction enterprise to optimize the management mode,improve the collaborative ability and management efficiency of construction program.Finally,the evaluation model is applied to the construction evaluation of a highway construction program.According to the relevant practical data,the corresponding collaborative numerical interval is calculated,and then the synergy degree of each factor in the highway construction program is analyzed in depth.Overall comprehensive coordination and optimization measures,so as to verify its scientific and reasonable.In addition,the application of management collaborationtheory,interval analytic hierarchy process(AHP)and extension theory to the evaluation of collaborative degree of construction program management is beneficial to further optimize and perfect the project management system and enrich the concept of construction program management.At the same time,it also expands and consummates the application of related theories in the field of engineering construction.
