| Administrative examination and approval is one of the main ways for the government to supervise construction projects in China,which is mainly formed in the planned economy era.With the gradual development of China’s market economy,many drawbacks of the traditional "regulatory government" gradually appear.At present,there are some problems in the administrative examination and approval of construction projects in Chongqing: the whole process of administrative examination and approval takes a long time,rules of different departments are conflicting,the application of electronic information system for administrative examination and approval is not extensive,pay attention to approval,despise supervision,ability of administrative examination and approval is insufficient,intermediary services are not standardized,the executive service hall has not played a role,standards are disunited.These problems have affected the progress of construction project pre procedure and the healthy and orderly development of the economy and society.From the government’s point of view,this paper analyzes the current situation of administrative examination and approval of Chongqing’s construction projects from three aspects: organization,link and process.this paper summarizes the existing problems,and analyzes the causes of the problem.Based on the advanced experience of administrative examination and approval of construction projects at home and abroad,this paper puts forward some countermeasures: changing the concept of administrative examination and approval,strengthening coordination and integration among examination and approval departments,strengthen supervision and management,allowing and encouraging public participation in decision-making,strengthening the construction of administrative service hall.These countermeasures are advantageous to further implementation of the "discharge service" for administrative approval of construction projects in Chongqing.These countermeasures promote the transformation of government functions. |
