Evaluation Of Camp Area Planning Implementation Of Army Forces In Northeast China

Camp construction is an important content of army construction in the new era.Especially after the 18 th National Congress of the Communist Party of China,,the military construction process has been accelerating,the existing barracks in the use of the process exposed many deficiencies.Therefore,the Central Military Commission has put forward new requirements for barracks construction.And the building of barracks is an important part of the camp,the construction of barracks and the planning of the camp is closely related,to a certain extent,the planning of the camp as a prerequisite for the construction of modern barracks,has a very important role,but the planning and construction of extensive,poor implementation effect of the problem of modern barracks construction has greater constraints.With the development of modern urban planning and construction and the theory of planning and construction both inside and outside the army,the planning review and evaluation methods and mechanisms are constantly improved.This paper in both at home and abroad and he theory of city planning and the camp planning evaluation based on the analysis of the practice,as well as to the research and analysis of modern planning and design in the camps,determines the planning implementation evaluation factors to consider in the camps and should follow the basic principles,based on the current situation of planning implementation in the camps,developed is suitable for the northeast army barracks planning implementation evaluation index system,and using the analytic hierarchy process(AHP)to comprehensive evaluation method.The system in the northeast army troops planning implementation evaluation of the camp is divided into three levels,and to evaluate the field,the first-level indicators and secondary indicators,including indicators including security facilities,to ensure the safety of capacity to meet,the location of the camp,reliable protection level,the construction of digital camp,intensive planning and design,such as 10,there are 28 secondary evaluation index,has been clear about the weight calculation.At the same time,a representative example of the planning and implementation evaluation of an army battalion in northeast China is analyzed and verified.From the validation of the final result of the planning implementation evaluation scoring 80.5 points in the camps,overall is good,reflects the comprehensiveness of the planning and construction in the camps,safeguard function increases significantly and the army is featured fully,but exposed the lack of basic facilities construction,safety protection level is not high,the planning of the forward-looking,planning,management is not strict enough,and the lack of public participation,evaluation results accord with the objective reality,in the camps also to some extent represents the other troops construction situation,proved that the objectivity and effectiveness of the evaluation standard system.The core of this thesis lies in the study of camp planning and implementation evaluation.Through the index system and evaluation method of camp planning and evaluation,this paper hopes to provide reference theoretical support for the practice of camp planning and evaluation in northeast China.
