Assessment For The Military Green Campsite In Northeast Cold Regions

Camp construction is one of the most important projects for our army modernization. With the aggravation of energy crisis and environment pollution, energy saving and low carbon are the main objects. Green camp establishment is a new requirement under the new circumstances. Especially in 2011, the central military commission published the document and proposed the demand to accelerate the construction of modern military campsite and clear the development direction & long term task of army construction is constructing moderation camps, meanwhile put forward fully function, safety protection, information intelligence, ecological conservation and distinctfeature as the target of moderation campsite construction, making the construction of military green campsite becomes the important contents of army camp construction in new period.The characterisctics of camps at northeast regions are scattered allocation, extensive construction and high energy consumption. For the improvement of current situation, the construction of military green campsite evaluation system is important, guiding the ecology orientation. In this urgent situation, the research for evaluation system and compilation of the assessment standards should be supplied for making decision and designin g strategy, which for guiding green camp construction, promoting environment quality and improving the ecological environment of surrounding areas. However, there is no official evaluation system for judgment of green and ecological property. In this paper, the evalution system and standards of military camp construction which suit for the northeast cold regions is studied for directing the military green campsite, based on the climate and camp at northeast region.Though the field study for some military campsite of Heilongjiang, Jilin and Shenyang province, the current situations of military campsite construction, including site selection, planning layout, environment and facilities, building type and envelope, energy utilization as well as lifestyles are investigated. The camp layout and building basic characteristic, the existing problems and influence factors for construction are analyzed of the existent army camps. On the basis of the investigation results and questionnaire survey to experts and users, the evaluation indicators system of military green campsite for northeast cold regions are constructed, referring to the domestic and foreign relevant assessment methods. The system divides military green campsite evaluation into six sub items, including land and outdoor environment, energy-saving and energy utilization, water-saving and utilization of water resources, material-saving and new material use, indoor physical environment and operations management. The six sub items also is disintegrated several factors and indicators separately. For the decision and unification for the evaluation measurement, the criteria for all indicators and the fuzzy evaluation model are constructed. To make the evaluation work more convenient, the Delphi language is applied to develop the evaluation software, and though the checking of examples, the software is debugged and modified parameters, so as to test the feasibly of evaluation software for military green campsite evaluation of northeast cold regions.The innovation of this paper primarily reflected in three aspects: 1) Establishing the assessment indictor system for military green campsite of northeast regions; 2) Putting forward the comprehensive assessment model for military green campsite of northeast regions, providing the basis for comprehensive evaluation and helping to measure the results of evaluation object and comparative research; 3) Developing the evaluation analysis platform for military green campsite, making the evaluation work convenient and feasible.This study has great significant for guiding the troops of northeast cold regions to construct the military green campsite which is healthy and comfortable, low carbon and environmental protection, as well as improving the ecological environment of surrounding areas.
