In recent years, with the continuous development of comprehensive urban transportation in China, the demand for urban travel has continued to increase, and subways,as an important way to ease urban traffic congestion, have also been built in various cities throughout the country. In the process of continuous construction and operation, after the network operation, new requirements have been put forward for the allocation of the original emergency resources. After the urban subway operation forms a line network, once an emergency occurs on a line,Metro operating enterprises must not only consider the problem of a single fault point and a single line, but must also consider the handling of emergency emergencies from the perspective of a network. This requires that the operating unit must comprehensively and systematically upgrade its own emergency rescue system and fully guarantee effective train services in accordance with the basic principles of the "first pass and then resume" operation organization. Therefore,it is essential to accelerate the efficiency of emergency response. It is necessary to fully analyze the original emergency response resources for redistribution and effective sharing, and provide the ability of emergency response and rescue by further optimizing the allocation. In this paper, firstly, the emergency resources under the network operation condition of subway lines are classified comprehensively and systematically, and the emergency resources and emergency emergency situations are systematically clarified, including two aspects of emergency personnel and emergency materials, covering three emergency emergency situations of general failure, interruption of operation and catastrophic rescue. At the same time, the factors needing special attention in the optimization process are also comprehensively analyzed.Secondly,in view of the comparison of the classical methods used in the current emergency resource allocation, the set covering problem is determined to be used for site selection and coverage from the operability aspect, and the operability and easy-to-grasp situation of the actual application of the current subway operation management personnel are fully considered.the 0-1 integer programming in the optimization planning method is determined to be used for mathematical modeling.finally,a set of software package lingo developed and launched by LINDO company in the United States is used for computer solution, which provides a basic algorithm for intelligent and dynamic resource allocation. At the same time,in view of the final implementation of the optimization plan, economic index modeling is also conducted by using the mathematical correlation of various factors to measure andcompare the optimized resource allocation plan.Fully considering the actual use of domestic operating enterprises is an important feature of this article. Finally,Harbin Metro is currently in the transition stage of subway line network operation, and is urgently in need of extensive research on the sharing of various resources in the network operation stage. This paper specifically analyzes the detailed case application of emergency resource allocation in three stages of operation, namely,Harbin Metro line operation, network operation and large-scale network operation, which further provides an effective working tool for subway operation practice and also implements the engineering practice of combining production, study and research.
