Study On Planning Methods Of Dalian Urban Planning Area

Along with the trend of "urban regionalization and region urbanization" in China further strengthening,"urban planning area" as the important space of the urban planning management,for the formulation of city planning and implementing management is more and more important.Implemented in 2008 the urban and rural planning law clearly requires city,town,township and village designate planning area in the formulation of master plan.Purpose is through the designating certain region space scope,and adjusts the relationship of the administrative power between government departments,to avoid overlapping and conflicting in space because of the different-level government planning range.Laws and regulations clearly designates "planning area" as one of the required content of urban master plan,but requirements about delimitation standard,planning content and depth does not make clear,and domestic cities have different practices in planning practice.Current theoretical research on planning area mainly focused on the aspects of planning scope,for planning formulation content,depth,implementation and management within the scope of the planning area still has lot of study space.So in this paper,exampling a new round of urban master plan practice in Dalian,the ideas and content of "planning area" level planning in urban master plan were discussed and summarized,in order to have certain theory instruction about "unified planning,unified management" within the scope of planning area.Firstly,the paper summarizes the purpose,the evolution and related research of urban planning area,and recognizes about it.Planning of urban planning area is the deepening and implementation of urban system planning;is an effective supplement and extension of central area planning,has important role of "connecting link" in the urban master plan.When city-and-town concentrated area formulating master planning,should have "planning area" planning as a separate planning level,strengthen the "planning area" level planning,and strengthen the central area with the surrounding area as a whole.Secondly,the paper summarizes related planning theory and practice of domestic and foreign planning area,and settles the theoretical foundation to put forward a more reasonable planning framework for the next step.The paper analyzes and summarizes some cities' scope of planning area,and put forward urban planning area is not defined "bigger is better".Its scope and a city's economic development level,the degree of urbanization,urban network level,terrain condition are closely related.The more advanced economy,the higher the urbanization level of region,urban planning area can be appropriately bigger;whereas in economic underdevelopment,low level of urbanization in the region,planning area should be smaller,however should cover the range of strategic resources.Finally,based on the study of Dalian,the paper further clarifies the methods and principles of delimitation of urban planning area,the realistic significance of the planning area level of planning,planning content and depth and so on.Delimitation and the scope of planning area are more like content of the technical level,but its concrete implementation is the need of the actual management,should match the planning management system of a city.Depth of planning area is appropriately between urban system planning and central area planning,and content mainly concludes strategic resources control,urban growth boundary control and urban and rural area coordination,population and land coordination,major facilities coordination and so on.
