| With the rapid development of the market economy,the level of urbanization in China increased from 17.92% in 1987 to 53.7% in 2011,this stage is a key period of speeding up the development of China's urbanization.For this important stage of urbanization,the effect of urbanization environment should be comprehensively considered.Planning should be reasonable.Control the rationalization of city space development,and raise awareness of urban and rural integration.Panshan county is located in the southwest of Liaoning province,a regional transportation hub of the coastal economic belt of Liaoning province and a petrochemical industry,new materials and logistics as the leading industry livable cities.In the new county's overall planning,Panshan must fully recognize the importance of the new urbanization,use planning as a whole,forward-looking to guide the next town development and construction.Based on the related research about the new urbanization home and abroad,this paper deeply analyzes the related practice cases.Meanwhile,it takes the growth pole theory,the production integration theory,the urban-rural.integration theory and the sustainable development theory as the theoretical foundation,deeply studies the urbanization process in European and American developing countries,the urbanization exploration in developing countries,and summarize the basic experience of urbanization and the development trend of new urbanization.It makes the key research on the overall planning in the county,how to gradually merge the new urbanization theory,experience and the future development judgments in the application.The urbanization process of Panshan has a similar development path as the urbanization in other areas,while it also has its unique factors.Influenced by regional location,resource factors,macro environment and policy factors,its urban system,urban function,industrial distribution,ecological environment,public facilities coordination and so on have presented different problems in the process of rapid urbanization.In the establishment of new round overall planning,how to effectively guide and solve these problems become the focus of the study;emphasize on improving the quality and efficiency of urbanization,and build inclusive and harmonious cities and towns are the overall planning requirements.In the process of compilation,the combing of construction land,the integration of infrastructure corridor,the consolidation of industrial park land and the control of non-construction land are the focus of research;through the reasonable control of the town scale,the improvement of cities and towns comprehensive layout and comprehensive function,upgrading the industrial structure,optimizing the ecological environment,coordinately build county public facilities and other strategies,it gradually realizes the establishment of overall planning of Panshan county with the background of new type urbanization.This paper make analysis of the establishment of Panshan county overall planning under the background of new type urbanization,which has the significance of the two aspects of theory and practice.The theory significance is to introduce the new theory of urbanization as the basic theory into the formulation and compilation of the overall planning of the county to use more scientifically,practically and humanized perspective to locate the role of urban planning in city development,and fundamentally guide the government's macro-control of the spatial distribution of the county.The practical significance is mainly to find out the reasons of comparatively backward of urbanization development and the problems appeared in district construction and development in the practice of the overall planning of the county in Panshan,and seek the solutions in the specific planning practice,to guide Panshan Master Plan formulation. |
