China Railway Express(CR express)made a great contribution to implementing the “Belt and Road”(B&R)initiative.Chengdu is one of the most important cities in the western region of China,as well as a critical station of B&R.In addition,Chengdu-Europe Express Railway is the most important part of CR express.The quantity of shipments has continued to grow since 2013 when the Chengdu-Europe Express Railway started running.According to recent statistics from China railway corporation,the total shipments of Chengdu-Europe Express Railway accounts for about a quarter of the total shipments of CR express.This shows the special status of Chengdu-Europe Express Railway in China.As free trade area in Chengdu was launched in 2017,Chengdu,a western inland city,will rely more on railway ports to develop import and export trade.Because of the increase throughput of railway ports,the railway ports need to improve the customs clearance efficiency and service quality.So,how to improve these has become the purpose of this paper also an important subject for the development of free trade zone in Chengdu.The research scope of this paper is the customs clearance process of railway port general trade goods(excluding transit goods).This paper uses Petri net modeling tool and Flexsim simulation software to optimize the clearance process of Chengdu railway port,and tries to shorten clearance process time and improves clearance efficiency.Firstly,this paper introduces the methods of business process optimization and modeling,compares the advantages and disadvantages of several methods,and selects the Petri net modeling as a suitable method to analyze the process of customs clearance.Secondly,it introduces the detailed theory and technical details of Petri net.Thirdly,it summarizes current situation of Chengdu railway port,analyzes current customs clearance process of Chengdu railway port,and diagnoses the problems in the current process preliminarily.Next,the Petri net model is established according to existing customs clearance process.Then,it uses Flexsim software to simulate the customs clearance model,and the problem nodes in the customs clearance process are found,and it designs optimization plan in order to solve problems.After the re-simulation of optimized model,the optimized data are obtained to evaluate the optimization effect,which proves the effectiveness of that the proposed optimization method.Finally,according to the system optimization scheme and with a combination of actual situation of Chengdu railway port,the specific improvement scheme of customs clearance process is proposed.The specific plan mainly includes the following points:First,optimize customs clearance process: improve relevant laws and regulations so that some steps in the customs clearance process can be carried out at the same time;Establish customs database,utilize big data technology to strengthen the management of enterprise trade activities and enterprise information,so that the customs can do better in regulation;Build a faster and more efficient internal communication platform.Second,adjust the structure of customs clearance: improve relevant laws and regulations,establish a pre-declaration system;Strengthen risk management and establish a post-release inspection system.Third,simplify customs clearance procedures: strengthen the construction of the customs electronic information platform,improve one-stop customs clearance process on the platform;Accelerate the implementation of joint inspection;Increase manpower of the customs,shorten waiting time.Finally,this paper puts forward a series of schemes to further improve and optimize the customs clearance process according to the actual development of the customs clearance process.The innovation of this paper is the use of mathematical modeling to analyze the process of customs clearance,and the verification of the optimization scheme by simulation software.Moreover,this paper combines the actual situation of Chengdu railway port based on theoretical method,and propose a more feasible scheme to improve the clearance process.On the other side,the deficiency of this paper is the lack of feasibility analysis and specific implementation details of the improvement plan.If I have the opportunity to conduct further research on this,I will pay attention to the feasibility of the implementation of the specific plan,and strive to turn the theory into reality.
