In recent years,with the dramatic increase of the amount of airport and flight line,the number of aircraft which introduced is increasing as well. However, with the growing operation amount,the growth of safe operation assurance capability of airport cannot be fully synchronized with development of the industry. In order to understand the level of safe operation assurance capability of airport and existed problem,the characteristics of airport operations and process of safe operation assurance were analyzed, the connotation and component of safe operation assurance capability of airport was explored. The evaluation model safe operation assurance capability of airport was put forward..The concept,connotation of safe operation assurance capability was investigated. The airport safe operation assurance capability evaluation index system was established,which contains four first indicators:safe assurance capability of flight, air defence,ramp and emergency control, 18 second indicators and 45 third indicators. The index weight was determined by Structure Entropy Weight Method. Calculation method based on D-S evidential theory was used,the evaluation result was in line with the current status of safe operation assurance of Tianjin Binhai International Airport, the evaluation model safe operation assurance capability of airport was established based on D-S evidential theory.Finally, taking Tianjin Binhai International Airport as an example, the safe operation assurance capabilities were evaluated comprehensively. The results confirmed the rationality of the evaluation model.It provided a frame for evaluation of safe operation assurance capability of airport,facilitating it capability for the airport administrator.
