Our country is at a critical stage for a large civil aviation country to become a powerful civil aviation country.Airports,as the public infrastructure of air transport industry,play an increasingly important role.Small and medium-sized airports are important nodes in the construction of airport network and airline network,as well as an important part of the development of popular aviation market.However,as an important subsystem of air transport,the airport development is extremely unbalanced,and the poor operation situation is particularly prominent.Especially in the small and medium-sized airports in the western region,facing the loss situation of most airports,it is very urgent to study the related issues of airport operation subsidy.This paper combs the relevant research literature of operation subsidy at home and abroad.The research results mostly affirm the necessity of subsidy and pay much attention to the mode of government subsidy.According to the existing subsidy policy,this paper puts forward a new calculation function,puts forward suggestions for improving the calculation method of subsidy amount and concrete methods for improving operation efficiency.In the theoretical part,it expounds the theory of sustained operation,extemality and the quasi-public goods theory,holds that the sustainable operation of airports is an important condition to ensure the universal service of airports.The externality and quasi?public goods attribute of airports make the airports necessarily need subsidy support.These theories permeate the whole process of writing.This paper mainly uses the comparative analysis method to elaborate and analyze the operation subsidy of the airport industry.It holds that about 70%of the small and medium-sized airports in China are in a loss state and need government subsidy to survive.Then it focuses on the airports under the jurisdiction of HT Civil Aviation Airport Group.According to the existing data,it compares and analyses the operation and subsidy situation of the airport industry,and concludes that the main source of income Passenger throughput,cargo and postal throughput and the number of takeoffs and landings determine aviation revenue.It also points out that the airport of HT Civil Aviation Airport Group has some problems,such as low utilization rate of resources,large loss area and incomplete realization of subsidy tendency.Based on the previous study,the existing subsidy policies of various countries are further analyzed,and it 1s considered that the factors of revenue and cost should be taken into account in the calculation of subsidy.The subsidy quota of airports under HT Civil Aviation Airport Group is calculated by three methods.The results show that the current subsidy quota is insufficient,and the subsidy policy should be adjusted accordingly to increase the subsidy quota.Finally,aiming at the problems found in the research process,this paper puts forward the safeguard measures of airport operation subsidy.As the subsidized subject,airport should take the initiative to analyze and calculate the operation subsidy,so as to better promote the development of airport.It is hoped that this study can provide help for ulderstanding the operation status of the airport and provide new ideas for the calculation of airport subsidy in the future.
