Evaluation On Construction And Planning Strategies Of Smart City In Xuzhou

“Information” is one of the salient features in the context of the global urbanization.With the accelerated process of urbanization,the city's development is facing a variety of challenges.On the one hand,with city's continued expansion,land,energy,water and other resources become increasingly tensive.Environmental degradation and population expansion as well as traffic problems are under growing pressure;on the other hand,problems such as population density is too high,the housing shortage,air pollution,health care,traffic worsening,infrastructure shortage problem also emerged.The progress of information technology has profoundly changed people's way of life,and urban residents' education,work,health care and other aspects of daily life have broken the boundaries of time and space.Especially after the global financial crisis broke out in 2008,IBM put forward the idea of “Smart of the Earth”.Smart City construction,as the fundamental part of “Smart of the Earth”,has become the beautiful vision in people's mind all over the world.Facing with the city's problems,it has become a new concept of modern city's construction for governments.The constructions of Smart City strive to bring convenient and efficient living for residents.At present,the domestic research on Smart City is still in its infancy,and the domestic research and exploration of Smart City focused on a few aspects of the construction scale of the pilot cities,less from the whole city scale construction case and academic discussion.Based on the basis of combination of research progress and construction practice of Smart City both in China and abroad,this paper attempts to explore a set of Smart City construction and develop strategies so as to guide the construction in internal and enrich the connotation of the theory in humanism city.The paper includes three parts(theoretical research,empirical research and the construction strategy)and seven chapters.Part one: theoretical research.In the domestic and foreign research,from the aspects of application technology,industrial organization,resource allocation,humanism,this paper summarizes the theoretical significance of the foreign construction;in addition to the examples of United States,the European Union,the Asia Pacific region,a detailed explanation of the study paradigm of Smart City transformation and construction strategy is expounded.Domestic Smart City research is in its infancy,and from the smart of the city connotation,the evaluation system,the space organization aspects,this article brought the new concept of urban planning.Part two: empirical research.Combining with the theoretical research and characteristic of humanism city development theory,demography and psychology theory,this paper puts forward the construction and index system of Smart City.Using the method of entropy,the index system brings into XuZhou city and ShangHai city,HangZhou city,ZhengZhou city,YangZhou city,WuHu city,WeiHai city,to make a quantitative comparative analysis,it clears the shortages and problems of XuZhou city and indicates the future development direction.However,the evaluation system are mainly exploring from the side of objective data and indicators,which are macro and having certain one sidedness.So in order to deeply explore the needs and barriers of the aged under concept of Smart City,the paper takes three different questionnaires to find the construction status and needs of the aged in urban area of XuZhou city from the intelligent infrastructure construction,intelligent transportation and intelligent life.Combining with the objective index system,the paper strives to make a comprehensive and scientific exploration of construction contents and paths,in order to facilitate the establishment of developing strategies.Part three: construction strategy.Based on the previous research and construction practices abroad,the paper puts forward strategies from policy level,implementation level and control level.From the top floor layout to the basic implementation,and then to the later security,the paper forms a complete system of construction strategies..The strategies of policy level include speeding up the urban elderly adapting special planning,coordinating the relationship between the pace of top planning and micro construction and breaking the traditional ‘Index-Allocation' construction model.
