In recent years,the emission limit of ocean-going vessels from IMO is more and more restrict.Due to the high price of low-sulfur fuels,dual fuel engines that can burn natural gas and conventional diesel are increasingly favored by ship owners.Specified temperature and pressure natural gas should to be provided for dual fuel engine in shop test.As a traditional marine diesel engine manufacturer,company Q plans to build a LNG gas supply system to facilitate the performance test of dual fuel engines in the plant.There are many challenges from design,procurement,construction and acceptance in this project.Due to the complexity of the project's technical solutions,large amount of equipment purchases,long construction time,poor construction conditions on site,and the liquefied natural gas is extremely dangerous,only scientific risk management of the project and in-depth and detailed research on risks can be ensured.The literature research,case study and quantitative evaluation methods are used in this paper to carry out risk identification and risk assessment for the LNG gas supply system construction project of company Q.The propose countermeasures and monitoring methods are given finally.The paper first introduces the research background and research significance of the project,and summarizes the research on risk management of LNG construction projects at home and abroad in recent years.Secondly,the content and concept of risk management,risk identification,assessment and response methods are introduced.Then,the paper introduces the background and risk management characteristics of the project.With the brainstorming method and the Delphi method,potential risk factors of the project in establishment,design,procurement,construction and acceptance stage are found out.AHP method is used to quantitatively evaluate the risk of the project,and weighting order of each risk factor is obtained.According to that,the highest risk is in the construction phase,followed by the higher risk is in the established phase and the acceptance phase.The procurement and design phase is less risky.Among the secondary risk factors,the construction safety management risk is the highest,followed by the first tank-filling risk,the approval risk,location risk.The construction cost control risk and the equipment acceptance risk,and the remaining risks are lower.Finally,the project risk response measures are proposed in stages,and the risk monitoring countermeasures are proposed: establishing a risk early warning mechanism and formulating a risk emergency plan.
