The development of deep-sea science and technology represents one of the frontier positions of marine scientific development.The "Exploration No.1" scientific research vessel was proposed by the Institute of Deep-sea Science and Engineering of the Chinese Academy of Sciences to build a marine scientific research vessel,which integrates manned submersible mother ship and general platform for deep-sea scientific research,and is used to investigate and study marine hydrology,geology,meteorology,biology,etc.The field is a multi-disciplinary,multi-functional,multi-technical means as one of the marine research platform.The purpose of this paper is to finalize a more economical scheme through scientific research,taking into account the requirements of low cost and high performance of owners.This paper analyses the actual scientific research needs of "Exploration No.1" scientific research ship by using the scientific methods of document analysis,investigation,data access,function analysis,modeling and simulation,expert scoring,analytic hierarchy process,task decomposition and critical path method,combining with project management theory,work research theory,operational research theory and so on.Technical solutions are formulated for the decision-making,and effective management measures are studied to support the landing implementation of the optimal decision-making.According to the owner's requirement,this paper studies the requirement of scientific research and ship's performance.According to the requirement,three schemes of building new scientific research vessel,reforming scientific research vessel and purchasing scientific research vessel are formulated.Industry experts are invited to grade the three factors that affect the decision-making of scientific research vessel's construction scheme.The weights of the three factors are obtained by analytic hierarchy process,and then according to the experts,three factors are scored.According to the scores of the three schemes,it is concluded that the transformation of the scientific research vessel is the best decision to meet the needs of the owners.This paper formulates the technical scheme to realize the optimal decision-making.It mainly formulates an effective scheme for reducing vibration and noise in ship performance,so that the ship performance can meet the requirements of the working environment of the scientific research equipment.Scientific management measures are the guarantee to realize the function of the ship.This paper formulates a series of management measures from three aspects: cost control,guarantee cycle and quality management,in order to ensure the realization of the plan of reforming the ship.
