Study On Bidding Management For Civil Engineering Of Line 1 Xuzhou City Subway Construction Project

With the large-scale and rapid development of urban construction in China,subway as a fast traffic facility,becomes a very important infrastructure to resolve the problem of transportation,enlarging capacity and increasing economy of the city.In the construction process of subway engineering,bidding management is a basic safeguard for more suitable and better contractor choosing.If there is any loses in the progress,main builder with poor quality construction,none-strict management will lead to incalculable loss for the project.Therefore,in depth study of subway construction project in the bidding management will improve the development of China's subway construction.The study about project bidding has some achievements already in China.But study on the bidding of subway construction field is still lacking.Study of this subject in the paper will point out research results as the following.Firstly,introduced the character of subway bidding,civil engineering bidding,elevated frame engineering bidding,expatiated on the progress,sub-item requirements and methods of subway bidding.Secondly,dissertated existing status of the management of bidding through legal system,operation mode,qualification system,evaluation management of bidding and supervision system.By study of above,some problems hiding in existing tendering management of subway construction were found.Include problems of purchaser and bidder side,problems in the progress of pre-supervision and government management,problems in stage of bidding and problems in contract.Thirdly,though analysis of above,main reasons of the problems are: abuse power to seek personal gain,imperfect bidding legal system,unequal rights and obligations of the owner,easygoing supervision to engineering bidding,unclear bidding management and supervision responsibility,no perfect and standard bidding market etc.Propose more stable legal system,enhance supervision construction,implement more effective supervision and strictly scrutiny,establish experts database,improve design,define the scope of tendering accurately and divide the bid scientifically.Words rigorous and content integrity of bidding document,use more suitable method of bid evaluation,push electronic bidding into application,establish and improve the risk management mechanism of the project etc.Finally,take Xuzhou line 1 subway construction project construction bidding as an example,a detailed analysis of the whole process of the civil engineering part in the bidding,obtained a good effect.According to the example,this paper puts forward the method of subway project construction tender management,the measure is feasible,effective.It could be instructive for civil engineering bidding management in subway construction project.
