In recent years,China's road construction industry has achieved leap-forward development.While driving the rapid development of social economy,it has also exposed some problems,such as the widespread loss of control costs and the phenomenon of “three supers”.Design changes are the cause of this phenomenon.The important reason.Design changes will interfere with the normal order of construction,resulting in contract disputes,claims,and impact on project schedule,cost,and quality.Highway engineering projects have the characteristics of large construction investment,long construction period,large span,and many participants.The project implementation process is affected by macro factors such as social environment and natural environment,and is also subject to the owner,designer,supervisor,and contractor.The subjective influence of many parties such as parties and suppliers is often inevitable.The research on design change management is also being paid attention to by engineering practice and researchers.The current domestic research is mainly aimed at the design change management of the owner in the project,especially the lack of design change management research on the general contractor of the highway project construction.In essence,design change is an engineering risk.As the implementer of the project and the manager of each subcontractor,the construction contractor's management of the design change risk will directly affect the realization of the project control objectives and determine the success or failure of the project..Therefore,it is of great practical significance to study the design change management of the general contractor of the construction and formulate a response system applicable to the design change management of the general contractor.Firstly,this paper expounds the basic concept of highway engineering design change,combined with the Xifeng-Heshui secondary road(referred to as Xihe Highway)project in Qingyang City,Gansu Province,analyzes the design changes of Xihe Highway project from the perspective of the general contractor.Reasons and the impact of the change on the general contractor of the construction;identify the internal and external causes of the design change of the Xihe Highway project,highlighting the irregular management of the change in the design change management of the general contractor,the reward and punishment mechanism is not in place,the change process Problems such as irrationality and lack of prior mechanism;and in light of these problems,closely combine the Xihe highway engineering management practice,solve the problem by establishing the design change management system of the general contractor,and construct from three aspects: management system,management mechanism and management method.Design change management system,build partnership,optimize change process,clarify change criteria,propose pre-management focus,build responsibility and reward and punishment mechanism,emphasize BIM platform application,etc.,improve the initiative,effectiveness and standardization of construction general contractor design change management And information capabilities.
