Research On Efficiency Loss Of Toll Road Industry From The Perspective Of Administrative Monopoly

From the perspective of administrative monopoly,based on the current situation of administrative monopoly in the toll road industry,this paper research on efficiency loss of toll road industry from the perspective of administrative monopoly,and then put forward the countermeasure that manages to the administrative monopoly of toll highway industry.First of all,combing the development course of administrative monopoly of toll road industry in the back of our country,from the industry property right structure,market structure,market behavior and performance from four aspects analyze the toll road industry present situation of administrative monopoly,It is concluded that the toll road industry under administrative monopoly has a large proportion of state-owned,market concentration is high,there is a higher trade barriers,companies operating patterns and behavior is affected,the structure,behavior and performance of the whole toll road industry are subject to greater administrative monopoly intervention.Second,starting from the attributes of the toll road industry,this paper makes a theoretical analysis of the administrative monopoly and efficiency impact of this industry.it is concluded that the toll road industry excessive administrative monopoly can cause great efficiency loss,micro enterprises operating efficiency is low,loss of market dynamics,low industrial level distorts the industry allocation of resources and industrial efficiency,macro level lead to social welfare loss serious,show the widening income gap between industries,unfair distribution and rent-seeking behavior.On this basis,the administrative monopoly and efficiency loss of toll road industry are empirically analyzed,DEA-Malmquist index measure was used to analyze the efficiency of the industry under administrative monopoly respectively from the static and dynamic perspectives.it is concluded that there are 11% of the industry as a whole efficiency in resource waste,industry differences in various operating enterprise efficiency,total factor productivity in 2010-2017 average fell 1.1%,industrial economic efficiency to be improved.Tobit model is used to empirically analyze the relationship between administrative monopoly and industry efficiency in toll road industry,and it is concluded that high concentration and high property right proportion in the industry caused by administrative monopoly power are unfavorable to industry efficiency.Finally,based on the above research,countermeasures and Suggestions are put forward from the aspects of strengthening the management system reform of toll road industry,deepening the reform of industry property right,optimizing the property right structure and improving the supervision mechanism of industry government.
