The toll roads are leading and supporting in the development of the national economy.With the support of the relevant national strategies,the industry has achieved fruitful results.However,according to the data published in the Toll Highway Statistical Communiqué in recent years,there are still many problems in the development of the toll highway industry in China.Although the toll revenue has increased year by year,it can’t make ends meet has become a bottleneck that restricts the development of the industry,and the gap between revenue and expenditure in the toll road industry has been widening year by year,which not only seriously impedes the realization of the national transportation strategy,but also further hinders national economic development.Therefore,it is particularly important to re-examine the problem of administrative monopolies facing the development of the toll highway industry and explore the deep-rooted reasons for the toll loss of the toll highway industry,social costs,and ensure the stable development of the industry.First of all,evaluate the economic performance of the toll road industry and recognize the current status of industry development.The parametric method SFA model is used to measure the economic performance of the toll highway industry,and through this model’s testable self-advantage,the measured industrial economic performance level is more convincing.As a result,it was found that the level of economic performance of the toll highway industry was not high and urgently needed improvement.Secondly,to explore the determinants of the low economic performance of the toll highway industry,based on the SCP theory of the Harvard school and the economist North’s view that the influence of system on economic performance,the paper analyzes the administrative monopoly of the market structure and the system as well as the economic performance of the toll highway industry.The decisive influence and the way of its influence were studied.Then,it further explored the intrinsic cause of the low level of economic performance caused by the administrative monopoly of the toll highway industry,which was a huge social cost.Thus,the composition of the social cost of the administrative monopoly of the toll highway industry was analyzed,and the social cost was quantified by constructing an econometric model.Finally,on the basis of analyzing the stakeholders in the toll road industry and theirgame outcomes,we propose social cost governance advice and governance safeguard measures from the perspective of stakeholders at the government level,monopolist level,and consumer level.The main research conclusions of this paper are as follows: Through the parameter method SFA model,the economic performance of the toll highway industry is estimated to find that the economic performance of the industry is not high,and it needs to be urgently improved.Moreover,based on the viewpoint of the influence of SCP theory and system on economic performance,it is explored that the reason for the low performance of the toll highway industry is administrative monopoly.The essential reason why the administrative monopoly of the toll highway industry leads to a low level of performance is the enormous social cost. |
