At present,China has always attached great importance to the construction of water infrastructure.During the Twelfth Five-Year Plan period,our government has issued a series of strategic development policies,such as increasing investment in water infrastructure construction,strengthening water pollution control measures,and strictly guaranteeing water security for national tasks.At the same time,the government's management of water security has also risen to the national strategy,and great achievements have been made in the construction and development of water facilities.The strategic objectives of water resources and water environment protection defined by the state during the 12 th Five-Year Plan period have been successfully accomplished.In the 13 th Five-Year Plan period,China's water conservancy construction has made tremendous achievements in all aspects due to the continuous efforts of the whole country.However,owing to the vast territory and numerous river basins in China,the construction of water infrastructure has caused great financial burden to our government.Since ancient times,the construction of water infrastructure has been controlled by the state,rarely involving social capital.This traditional way of infrastructure construction not only has a lot of resistance to China's economic development,but also because of the inefficiency of construction and the lack of excellent management team,which makes the built infrastructure operation inefficient,leading to public discontent.At this time,the PPP model introduced from abroad has received widespread attention from all walks of life.PPP model can attract idle funds from society to invest in PPP projects through the cooperation between government departments and private institutions,thus alleviating financial pressure and improving the investment structure.At the same time,the excellent management team and advanced management concepts of the private sector can improve the operation efficiency of PPP projects,thus greatly improving the level of China's existing water infrastructure.However,due to the relatively late introduction of the concept of PPP in China,the study of PPP theory is not as perfect as that of developed countries such as Europe and the United States,so there is no relatively perfect theoretical norm of PPP model in China.Although our government is stepping up the introduction of relevant policies to regulate PPP projects,there is still a long way to go for our country to standardizethe PPP model in the face of a wide variety of problems,such as the complexity of the actual situation of various projects and so on.Due to the lack of relatively perfect model specifications,and the fact that many PPP project managers are eager for quick success and instant benefit,and start construction projects without comprehensive risk assessment,there are many failed PPP cases in various parts of the country.Based on this,this paper hopes to take the PPP project of Jiangxi Xiajiang Water Conservancy Project as an example,and make a detailed study on the design and implementation of its performance evaluation system,in order to provide ideas for the study of standardizing the PPP model in China.Firstly,through a large number of literature reading,this paper determines that the fuzzy comprehensive evaluation method is more suitable for PPP project performance evaluation research.Because PPP projects are different from listed companies and many internal data are not disclosed to the public,researchers can not obtain clear data to evaluate the performance of PPP projects.The fuzzy comprehensive evaluation method can change the index data from qualitative to quantitative through the principle of subordinate gradient.In addition,the author uses the analytic hierarchy process to determine the weight of indicators.This paper combines the Fuzzy Comprehensive Evaluation Method with the Analytic Hierarchy Process(AHP)to study the PPP project performance evaluation of Jiangxi Xiajiang Water Conservancy Project.Secondly,before analyzing the target case,the author determines the principle,subject and object of performance evaluation,and the time point of performance evaluation.Then,the author determines the principles of index screening and screens out relatively important performance evaluation indicators.Hope to lay a good foundation for the successful performance evaluation of the target case.Finally,this paper analyses the performance evaluation results of the PPP project of Jiangxi Xiajiang Water Conservancy Project,and puts forward corresponding problems and suggestions to promote the participants of the PPP project of Jiangxi Xiajiang Water Conservancy Project to formulate a more perfect performance evaluation scheme for this project,and based on this case,to provide help for the standardized operation of other PPP projects.From the conclusion we can see that the performance evaluation results of the PPP project of the Xiajiang Water Conservancy Project in Jiangxi Province are excellent,worthy of one of the thirteen typical PPP cases published by the Development and Reform Commission.However,this project is in the stage ofoperation and maintenance of the project.Many specific data of the project can not be investigated.Many output value indicators are predictive indicators.Therefore,the evaluation of various indicators of the project by expert scoring method alone can not ensure the absolute accuracy of the evaluation results.This leads to the limitations of the performance evaluation system designed in this paper.This paper takes the PPP project of Jiangxi Xiajiang Water Conservancy Project as an example,hoping to provide some help for the research of PPP project.
