| The management of village planning and construction is accompanied by urban planning in China.It has undergone tortuous changes for more than 60 years.Since 1993,the State Council promulgated the Regulations on the Management of Village and Market Town Planning and Construction,which marks that village planning has opened a legal basis for compilation and implementation management.Over the past 10 years,under the background of the implementation of major national strategies such as village environmental renovation and beautiful rural construction,the management of village planning and construction has attracted great attention.A large number of village plans have been compiled in various places,and a large number of village construction activities have been carried out.The villages have accumulated rich management experience,but there are also many problems.In 2018,the village construction management function was transferred from the Ministry of Housing and Urban-Rural Construction to the Ministry of Natural Resources(established in 2018).In January 2019,the Central Agricultural Office,the Ministry of Agriculture and Rural Areas,the Ministry of Natural Resources,the National Development and Reform Commission and the Ministry of Finance jointly issued the Opinions on Promoting Village Planning Work as a Whole,which clearly defined the new requirements of village planning and opened a new era of village planning,construction and management.The County of Tieling has compiled a large number of village planning in recent years,and has made some achievements,but there are also many problems.In order to thoroughly implement the important directive spirit of General Secretary Xi Jinping on the implementation of the strategy of rural revitalization,comprehensively implement the deployment of the Strategic Planning for Rural Revitalization(2018-2022)and the Three-year Action Plan for Rural Human Settlement Environment Renovation and the requirements of the National Conference on Promoting the Implementation of the Strategy of Rural Revitalization,and thoroughly study and disseminate the experience of Zhejiang in implementing the project of "Thousand Villages Demonstration and Thousand Villages Renova It is necessary to summarize,review and think about the management of village planning and construction in Tieling County in order to guide village planning and construction and promote rural revitalization.Based on the summary of relevant research,this paper summarizes the relevant experience at home and abroad by using the methods of historical literature,field investigation,interview and comprehensive analysis,and systematically combs the current situation,problems,causes and Optimization Countermeasures of village planning and construction management in Tieling County.For this purpose,this paper is divided into eight chapters,the following is the main content of the introduction.The first chapter discusses the research background,purpose,significance,method,framework and progress of the book,and focuses on the research background,concepts and research progress.The second chapter is a summary of the practice of village planning,construction and management at home and abroad.The developed countries and the developed areas in China have accumulated rich successful experience in rural development,and also have a related summary.This paper further refines this.The third chapter is the evaluation of the current situation of village planning and construction management in Tieling County.It is discussed from four aspects:the basic situation of village planning and construction management,the implementation effect of village planning and construction,the overall evaluation of village planning and construction management and the analysis of typical village construction management.Chapter ? is the analysis of the problems and causes of village planning and construction management in Tieling County.It is mainly summarized in four aspects:the imperfection of village planning system and its causes,the low quality of spring clothing planning and its causes,the difficulty of implementing village planning and its causes,and the low level of farmers' participation in planning and its causes.The fifth chapter is the optimization strategy of village planning and construction management in Tieling County.It mainly puts forward optimization from four aspects.One is to establish a demand-oriented planning system,the other is to optimize the methods of village planning and construction management,the third is to innovate the mechanism of village planning and construction management,and the fourth is to build a wise platform for village planning and construction management.Chapter 6 is the conclusion and outlook,which summarizes the whole paper and puts forward the prospect for further research. |
