Power dispatching operation is the core link of power grid operation.Traditional risk assessment of dispatching operation mainly determines the risk level of operation by analyzing and predicting the anticipated accidents caused by equipment status or random faults that may occur in the process of dispatching operation. However,in the process of dispatching operation task executing,in addition to the internal equipment of the system, the external environment,as well as the operator's skill level and psychological condition, will affect the probability of risk occurrence to varying degrees. Therefore, the risk assessment only considering physical processes is not enough to meet the needs of risk analysis of dispatching operations,so it is necessary to carry out physical-social model of dispatching operations. On the one hand, the purpose of dispatching operation task allocation is to provide occupational fairness by balancing the workload of operators of each shift,on the other hand,it is necessary to reduce operational risk and improve the reliability of the system. The main contents of this paper are as follows:(1)The principle and types of human errors are analyzed, the scenarios of operational errors are classified, and the models of human factors in different scenarios are established;the principles of dispatching operation are analyzed, the common types of dispatching orders are classified, and the process of dispatching operation is decomposed.(2)Establish a risk assessment model of power dispatching operation considering physical and social factors, analyze the specific situation and risk consequences of human errors that may be involved in the process of dispatching operation, and calculate the probability of human errors under the specific operation scenario, take into account the correction coefficient of external influence, get the complete risk probability value and calculate the complete risk value of the whole process of dispatching operation.(3)A dispatching operation task allocation optimal method based on bacterial colony chemotaxis algorithm(BCC)is proposed to pre-evaluate the risk level and workload of dispatching operation tasks in a certain period of time in the future. The dispatching tasks are reasonably allocated while meeting the basic requirements of power grid operation,so that the operational risks and the MSE of the difference of workload of each shift is minimized, which achieving risk balance and workload balance and ensuring the efficiency and accuracy of operators as well as avoiding the potential risk caused by operators due to excessive fatigue.(4)The proposed physical-social integration risk assessment model is validated by using the IEEE-RTS79 test system, and the feasibility of the optimal method of dispatching operation task allocation is verified by analyzing the actual dispatching operation task sequence of a certain power grid. The results show that the dispatch operation risk assessment model considering human factors can evaluate the operation risk of power grid more comprehensively. The workload and risk of all dispatching operation tasks of the next day are estimated, and BCC algorithm is used to optimize the dispatching operation tasks, whose results show that the proposed model is effective and practical for optimizing dispatching operation tasks.
