Study On The Supervision And Policy Of Underground Pipe Gallery Construction Under The Entrusted Agency System

Underground Pipe Gallery is an internationally recognized and scientifically rational centralized management mode for municipal pipelines,and is also a pre-solution for solving the problem of municipal infrastructure service pressure brought about by future urban expansion.In recent years,the construction of Underground Pipe Gallery across China has developed rapidly,but the construction of the supervision system for its construction process is still at its starting stage.Some local urban underground integrated pipe corridors are "built without usage" and "difficult to manage after construction".In order to ensure the effective operation of Underground Pipe Gallery,it is very important to establish and improve the government’s policy supervision system for its construction and operation process.Based on the current situation of the construction and development of Underground Pipe Gallery in China,this paper studies practical problems during project construction and government supervision of the project.Such as financing problems during the construction process,municipal planning,and immature construction methods.For the relationship between the government and the project company in the construction of urban underground integrated pipe gallery,this paper uses the principal-agent model to analyze and summarize the key factors affecting the construction and management decisions of the Underground Pipe Gallery:the comprehensive strength of the project company,risk-aversion degree of the project company,the opportunity cost of the project company,etc.,and further predicts the game behavior trend of both parties in a certain degree further predicts the game behavior trend of both parties in a certain degree.Based on the quasi-public attribute of the Underground Pipe Gallery,this paper believes that the lower expected income may lead to the lack of social capital to involving the project,which is contrary to the government’s original intention.Therefore,for the purpose of stimulating social capital,relevant government departments need to design a relatively reasonable supervision program,so that social capital will be sufficiently motivated to invest in the project in order to obtain the benefits.At the same time,in order to improve the efficiency of project construction,and avoid the irregular market behavior of project companies,it is necessary to consider certain constraints on the project company.Finally,the thesis combines the key factors in principal-agent analysis,and puts forward some Underground Pipe Gallery construction suggestions for government supervision from the aspects of incentive policy and restraint policy.
