Analysis Of Financing Model Of Sponge City Construction Based On PPP

As the process of urbanization is accelerating,a series of human activities are bound to destroy the ecological environment,and the contradictions between them are increasing.In recent years,China has been advocating the construction of ecological civilization,and has included it in the main research topics.Its main purpose is to build a better ecological environment in which human beings are lazy to survive.Therefore,in order to improve the enormous pressure on urban drainage system,it is necessary to complete a system of how to make urban water body realize natural circulation.Through the construction of sponge city,it can promote people and nature to live in harmony,but the completion of sponge city project can not be separated from the huge investment of capital,which is a great difficulty for investors.It is a very arduous task to raise a large amount of funds,through which channels to finance is a key issue.Although our country recognizes it very much,it can be operated realistically.Local governments still have many difficult challenges and huge risks in the construction of sponge city projects based on PPP model,especially in the financing sector,such as lack of complete institutional mechanisms,diversified channels and concrete implementation plans.How to improve financing conditions and solve the problem of huge construction funds more reasonably and conveniently is very crucial and must be taken into account.At present,most discussions in China are about the construction of sponge city projects,and the application of PPP model in the construction of sponge city.However,there are still some deficiencies in the study of PPP financing for sponge city projects.Under the background that China's economic development has stepped into a new development situation and further pushed forward the structural reform of the supply side,this article expounds the feasibility of using PPP mode to finance projects in sponge cities by using the methods of literature,logical induction,comparative analysis and case analysis,starting with the current situation of sponge city construction financing and the unique structure mode of PPP.The sponge city is also analyzed.Aiming at the main problems existing in PPP mode financing of municipal projects and the case study of Song yuan City,financing structure,income and risk,exit mechanism,hoping to provide some enlightenment for alleviating the financing difficulties of PPP mode of local sponge city projects.
