Study On The Construction Of Lianyungang Sponge City Based On PPP Mode

The PPP model and sponge city are new concepts in recent years.In their respective fields,there is no mature and perfect system.But the reality and urgency of the new era development concept and the modernization economic system require that the two should be closely linked together.On the one hand,most of the construction projects of sponge cities are of public utility and are not profitable,and the return mechanism of sponge city construction project relies mainly on government subsidy and government purchase form.And most importantly,there is uncertainty in the project income,and there is a risk that the policy may not be sustained during the implementation of the project.So the success rate of construction projects in sponge city is still low.On the other hand,according to the relevant documents issued by China on PPP mode,although PPP mode has no fixed template and no clear profit model,but the PPP mode has the characteristics of high efficiency,high time efficiency and financial robustness,which can make up for the weakness of the non-operating cash flow in sponge city.Therefore,the combination of the two has a high probability and infinite imagination space.The introduction of social capital to participate in public projects at the same time,using the PPP mode construction sponge city,can improve the quality of public products and service level,solve the problem of government borrowing blindly,so as to guarantee on the system arrangement and money sponge sustainability and stability of the urban construction.Since 2016,Lianyungang city has-achieved good results in the practice of sponge city construction.Among them,two projects of the green garden of Lianyungang development zone and park of Linhong River were selected as the sponge city demonstration project of Jiangsu Province.A number of urban construction projects have successfully applied the concept of sponge city construction,and carried out in-depth practical exploration on rainwater recycling,saline-alkali drainage salt and surface source pollution control.But Lianyungang city in the construction of sponge city,did not use PPP mode.The above two sponge city demonstration projects in the process of operation,the government financing platform operating efficiency low,project financing difficulties and other circumstances.Therefore,the necessity of applying PPP mode to build sponge city is highlighted.At home and abroad this paper enumerated various sponge the development of the city based on the PPP model construction experience,further research in the PPP mode construction of urban development regularity,sponge with reference to the construction experience at home and abroad,according to current situation of Lianyungang city,the thorough analysis,from the public sector,private sector decisions and public-private decision three aspects put forward concrete countermeasures based on the PPP model construction of Lianyungang city sponge,elaborated how to guarantee the sponge in the institutional arrangements and money the sustainability and stability of the urban construction,how to strengthen the government's control and influence,how to trough the introduction of social capital,the introduction of technology,policy,and the construction of policy,the PPP mode,so as to promote the construction of Lianyungang sponge city.
