Research On Risk Control Of RHXL Project Of Rural Highway In Qujing City

The construction of rural road in Qujing,named RHXL project,is to promote the progress of its establishment and the integrative development.PPP mode was introduced into the current situation to effectively solve the financial problems of the project.PPP mode is an advanced financing pattern that allows private capital to inflow into the infrastructure field by means of public-private partnership to reduce the debt pressure that the government's facing with,which is really helpful to improve the financing problem in the project on rural road.However,there are still some problems need to be solved due to the immaturity of PPP mode in its development and usage,especially the risk management of PPP project is a big issue for both the government and private enterprise.Based on the basic theory of PPP project risk management,this paper takes RHXL project of Qujing rural highway as the research object,analyses the basic situation of RHXL project of Qujing rural highway,explores the feasibility of financing RHXL project of Qujing rural highway,uses relevant theoretical methods to identify the risk of the project,and finally identifies six first-level risk indicators in the whole project construction process.And the first-level risk indicators are subdivided into 17 second-level risk indicators.The weights of the first-level risk index and the second-level risk index are determined by analytic hierarchy process,and the project risk evaluation model is established by multi-level fuzzy comprehensive evaluation method.The risk of rural highway RHXL project in Qujing City is calculated,and the reasons for the risk of rural highway RHXL project in Qujing City are analyzed comprehensively.According to the risk assessment,this paper analyses the risks of RHXL project of rural highway in Qujing,puts forward corresponding risk countermeasures,and puts forward management suggestions according to the influencing risk factors of RHXL project of rural highway in Qujing,and points out the risk avoidance measures of RHXL project of rural highway in Qujing.At present China's PPP mode theory has been in imperfection,all aspects on the relevant research are still to be explored and started,especially the guidance of immature theory and risk mechanism to PPP project financing.It's a key issue that the establishment of the target project and the combination of each department,in terms of the study of risk control on PPP pattern.Thus,it's of great importance on both rhetorical base and practical financing to us.
