The frequent occurrence of flood disasters and accidents directly endangers people's life and property safety.Studying the development trend of floods and taking countermeasures can effectively reduce the losses caused by floods.The occurrence and development of flood accidents go through the process of gestation,development and extinction.In the whole process of development,it is necessary to express the information of the whole disaster in an all-round and all-angle way,in order to make specific countermeasures according to the characteristics of the disaster.In view of this,this study combines emergency management theory,geographic scene theory,various flood emergency plans and a large number of literature and specific cases to establish the full life cycle flood emergency scenario model from a management perspective.In the process of model building,the elements that should be expressed in flood emergency scenarios are summarized through literature research,case analysis and some emergency pre-plan studies,and the modeling elements are summarized based on the summarized expression elements combined with the geographical scene theory.Ontopia,a topic map modeling tool,is used to build the model,and parse and use the model to mine the requirements of the emergency topic map for different people at different stages of the disaster.Finally,the application of Flood Emergency Scenario Modeling for Cartographic Demanding requirements is realized by creating Web application program..There are two main aspects of the work completed in this paper.(1)a full life cycle flood emergency scenario model is designed.The scene model contains two parts,one is the scene part used to describe the disaster features,the other is the response part corresponding to the scene part.The scene part mainly reflects the disaster situation,disaster environment and evolution law of the whole life cycle of the disaster,which expresses comprehensive information on disasters,and the response part is mainly based on different personnel to make specific countermeasures for the disaster scene,intuitive measures are reflected intuitively and accurately in the form of emergency thematic maps.The content of the scene and the response part is mainly through the collection of various emergency plans,industry norms,flood control plans,cases and other materials,from which to extract the scene and response content.(2)the topic map is used to formally express the full life cycle conceptual model.Firstly,the topic map knowledge is studied and the modeling ideas are cleared;Secondly,the full life cycle conceptual model is formally expressed using Ontopia,the modeling tool,based on the modeling elements of the conceptual model,the theme,association relation and resource index of the model are defined,and the different stages of the model are instantiated,and theexpression of flood emergency scenario is completed.Finally,the front-end development technology is applied to analyze and use the established model,mine the demand of thematic map of different users for different stages of disaster.
