Research On Highway Engineering Project Safety Management Execution Promotion

Infrastructure construction of the highway communication has significant meaning to national economy development.However,nowadays the highway engineering project work safety accidents take place frequently.Especially,the momentum that serious and major accidents happen frequently haven't been contained effectively.The safety production situation is still quite severe.The Chinese Communist Party and the Chinese Government have given enough emphasis to safety production work,the safety production legal system has been perfected step by step,the safety supervising and managing dynamics have been reinforced constantly.Nonetheless,in safety management work practice,low execution on safety management is a ubiquitous issue,and the effect of safety management is restricted seriously.The issue on low execution of highway engineering project is mainly reflected in following several aspects:system,administrators and management processes.By means of the research on the current situation and issue of highway engineering project safety management execution,and the analysis about the reason of the execution issue,combining the execution theory and highway engineering project safety management practice,I think,the influence factors of low execution on highway engineering project safety management mainly lie in following aspects:the enterprise safety culture,management system,human resource management,the responsibility system for production safety and safety inputs.Directing at these influence factors as above aspects,I present execution promotion strategy on highway engineering project safety management from following aspects:for enterprise safety culture,to enhance safety concept culture,safety behavior culture,safety management culture and safety state of matter culture construction;for management system,to advance the safety management system maneuverability,build system execution situation post evaluation system,complete safety accidents accountability system;for human resource management,to improve the administrators' professional proficiency,enhance the administrators'responsibility,improve the safety administrators'principle in work,enhance the uniformity of the safety administrators'responsibility and right and duty;for the responsibility system for production safety,to clear and definite the production safety responsibility when the project department enters the arena,assess strictly during implementation process,implement rewards and punishment according to the assessment result in time;for safety inputs,to ensure the safety administrators and safety expenses inputs are sufficient.And carry out research about safety management work execution promotion implementing process in Project A.
