Establishing a sound safety risk management and control system is the unremitting pursuit of every hydropower enterprise.Risk management and control of traditional hydropower enterprises are mainly accomplished through human management and institutional constraints.However,people have free will,are vulnerable to the influence and interference of the external environment,coupled with the instability of physiological and psychological state,so there is a problem of poor reliability.However,the imperfection of the system,the lack of management and the imprecision of the rules in the production and operation units can not make the staff follow the rules in the production process,which is also an important reason for the occurrence of various unsafe incidents.With the scale of Hydropower Enterprises tending to be more and more huge,and the development trend of personnel allocation tending to be more and more simplified,this traditional risk management and control model has been difficult to meet the development needs of hydropower enterprises.Through the research and engineering practice of "intelligent enterprise" construction theory and method,it is a relatively reliable way to improve the production and operation level of hydropower enterprises,enhance production and operation insight,improve management system and mechanism,achieve the goal of "double promotion" of management and benefit,and ensure the safety and reliability of equipment operation under the limited supply of human resources."Smart enterprise" is based on intelligent management,based on the "Internet +" big data and intelligent analysis technology,digitalization of enterprise's construction,production,operation,promotion,management and so on,to build information decision "smart brain",and provide scientific technical support for enterprise risk management and intelligent decision-making.Taking the Pubugou Hydropower Plant of Dadu River as an example,this paper introduces NOSA safety and health environment management system,carries out risk assessment on the operation site,implements standardized management within the enterprise,and strengthens the construction of risk management and control system.From 2013 to 2015,according to the requirements of building up to the standard and the characteristics of the area under the jurisdiction of the plant and station,the plant area was divided into eight districts,and the corresponding risk assessment was carried out.Using R=PSE semi-quantitative evaluation method,the original risk value of each hazard source is calculated,control measures are put forward,residual risk value is calculated,solutions are put forward,risk assessment table is formed,which provides data support and background model framework for subsequent development of safety management and control intelligent system.Secondly,based on the relevant standards of NOSA safety and health environment management system,combined with the current situation of China's electric power industry,the construction practice of enterprise safety civilization standardization is carried out,and the "sinicization" of NOSA safety and health environment management theory is completed.During the period from 2015 to 2016,the standardization of safe and civilized production in enterprises was carried out,and the production site was renovated from four aspects.Through the establishment,improvement and implementation of standardized production management system to maintain safe and civilized production,standardize the operation behavior of employees in the system,ensure that the operating equipment keeps good working conditions and the on-site environment meets the operation requirements,in order to make the production links meet the requirements of national safety production laws and regulations and industry standards.The equipment and equipment are in good condition without leakage,spare parts and tools are arranged in an orderly manner,and the production site is clean and tidy and continuously improved.Finally,under the background of vigorously promoting the construction of "smart enterprise",relying on the "smart enterprise" construction planning project,the innovative technology based on the "Internet +" smart hydropower enterprise is applied to the innovation and development of enterprise risk management and control system,and a series of risk management and control technologies based on "Internet +" are innovatively developed to achieve fruitful achievements in scientific and technological innovation.For example,intelligent safety helmet system based on behavior control,intelligent safety belt system,intelligent safety ladder system,intelligent lock management system,intelligent patrol inspection system based on equipment management,integrated data platform based on data management and personal risk pre-control mobile phone client.The exploration and development of new technologies based on safety management theory will comprehensively improve the level of safety production on site and enhance the comprehensive competitiveness of hydropower enterprises.With the comprehensive advancement of the construction of "smart power plant",this research has greatly changed the operation and management mode of traditional hydropower plants.Robots and automation equipment are widely used.Each hydropower plant will become workshop-based and modular management.The number of people stationed on the site will gradually decrease.The working environment of remote monitoring and back-end problem-handling will become normal,and the labor force and creation of operators will become normal.With the full release of power,the current situation of large-scale production,operation and maintenance workers rooting in mountain ditches will be fundamentally changed,the safety and stability of power plants will be greatly improved,and enormous economic and social benefits will be created.
