The new energy vehicle industry is a strategic emerging industry in China.China has introduced many incentive financial measures since 2009 to guide and promote the rapid development and growth of the new energy vehicle industry.According to the statistics of the Ministry of Public Security,the registration of new energy vehicles in China by the end of 2018 had exceeded 2.61 million unit.The annual sales and registration volume of new energy vehicles of China have ranked the first in the world for many year.This paper introduces the research on new energy vehicle industry according to the requirements in the SASAC's project of Research on Adjustment of the Structures of the Layouts of Central SOEs in New Energy Vehicle Industry,aiming to accelerate and realize the industrialized promotion of new energy vehicles in China.The paper includes the detailed and comprehensive summary and analysis on the current situation and the trend of the development of new energy vehicle industry in China.It analyzes the characteristics of current layouts of new energy vehicle industries both at home and abroad,the development plans of key manufacturers,and the two key factors(construction of charging infrastructure,the sales market and consumer demands)affecting the large scale development of new energy vehicles.It also puts forward the constructive suggestions on establishing the proper path for the promotion of new energy vehicles based on analyzing and solving the problems in the promotion at current stage and the specific modes and measures to accelerate the promotion of new energy vehicles are formulated.At the same time,we are also aware that there is still a big gap between the level of China's new energy vehicle technology and the level of the world first-class new energy vehicle technology.The industrial supporting system is still immature,and the consumer's willingness to buy new energy vehicle is not strong.The sustainable growths of the production and sales of new energy vehicles can not be achieved only by introducing financial policies and restricting the purchases of fuel powered vehicles etc..Additionally,with the cancellation of the subsidy policy and the implementation of Double-Integral policy,the relevant government departments and enterprises should actively innovate the promotion model to ensure the fulfillment of sales targets of new energy vehicles in 2020 and 2025.For this purpose,this paper briefly introduces the promotion path for new energy vehicles at current stage and the upcoming post-subsidy era and three new ideas for further promotion.It will provide beneficial helps to policy-making departments in the industry,local governments,and production enterprises.In terms of promotion path,this paper puts forward the following suggestions:Firstly,to encourage the parallel development between high-end and low-end products,and to conduct development from the high-end products and low-end products to the middle-end products.To extend the markets from the Tier-1 and Tier-2 cities in which the high-end products are easily sold and the rural areas in which the low-end products are easily sold to the middle-end products markets and actively explore and expand the consuming market for new energy vehicles.Secondly,it is unnecessary to excessively pursue the range of new energy vehicle.The enterprise should focus on the development of safety performance, economic performance and charging convenience.The experience shows that electric vehicle does not need to be equipped with too many batteries at current stage.Its main function is to meet the need of daily trip.The enterprises can strengthen marketing in terms of auto safety,purchase cost,and provide private parking space with charging pile etc..They should emphasize the advantages of electric vehicles and traditional fuel vehicles rather than competing in the shortcoming sector.Thirdly,the promotion should be extended from public service sector to private consuming sector.The relevant departments and enterprises should strengthen the layouts in public areas to get valuable experience with quality services and eventually extend to the private consumption sector.In terms of the promotion model,it is suggested that the government should continue to implement the incentive policies if possible.The local government can adjust the support direction to the using sector,such as providing subsidies for charging expenses,and coordinating with the residents' committee to build charging piles in the residential areas.Secondly,to adopt a variety of non-subsidy methods to support the development of new energy vehicle industry,for instance,free parking in the public parking lots along the roads in urban areas,free operation in bus lanes at peak times,free of expressway tolls,and establishing special electricity pricing system etc..The third is to innovate the sales model.To make full use of the characteristics of intelligentization and network connecting of new energy vehicles and adopt strategies of customization and direct selling to enhance the willingness of potential consumer,and establish a true non-subsidy-stimulated production and sales market.The path and three ways for the promotion of new energy vehicles proposed in this paper can provide useful guidance and assistance to the central and local government authorities and manufacturers in establishing industrial policies,promoting the development of strategic emerging industries,and accelerating the large scale production of new energy vehicles etc..
