In the future,the driving force of new energy consumption is full.In accordance with the guidance on the implementation of the 13 th Five-Year Plan for the Development of Renewable Energy,by the end of 2020,the installed capacity of new energy generation in China will be more than 390 million kW.The proportion of new energy generation in China’s total power supply structure will be reached 29 percent,and the proportion of wind power in China’s power supply structure will be risen to 10 percent.At the same time,compared with traditional thermal power,the cost of new energy generation is higher,and the development of industry can not be separated from the subsidy policy of the government.Therefore,it is imperative to study the cost and the effect of cost on price subsidy in new energy generation industry.On the basis of literature review,this paper makes a theoretical analysis of the new energy generation cost and price subsidy policy,explores the theoretical basis of the price subsidy policy,and analyzes the necessity of the research on the correlation between the generation cost and the price subsidy.Secondly,the cost characteristics of new energy generation are introduced,and the cost structure characteristics of new energy generation in the initial investment stage and operation stage are analyzed empirically through time series data,as well as analyzing the production cost level of new energy generation industry.Then,the paper analyzes the cost influencing factors of the new energy generation industry.Finally,the learning curve model of single factor and double factor in wind power industry is established to analyze the changing law of cost level.This paper also makes an empirical study on the impact of cost on price subsidies,and analyzes the correlation and regression of cost and subsidy data of 22 new energy power generation enterprises in 2014-2018.The results show that there is a significant positive correlation between the cost and the price subsidy of new energy generation.The difference between the cost of new energy generation and the traditional thermal power generation determines the amount and proportion of the price subsidy.A higher amount of subsidy is needed to support the gradual reduction of the cost level in the early stage of development,and the subsidy policy has a significant effect on the cost reduction.On the basis of the above theoretical analysis and empirical research,this paper puts forward the relevant research conclusions and the relevant policy recommendations for enterprises to actively promote the cost reduction on the basis of the existing subsidies.
