So far, the project cost management system has not been established. However,influenced by the pursuit of material interests, everyone engaged in consulting business ofengineering cost, lack of the serious thought of it, Research of theoretical system has not beenwidely carried out in universities and academia. So we can only use the existing pricing basisto solve specific problems, rather than making authoritative interpretation on the phenomenonand dispute of project cost theoretically. Engineering practice calls for the new researchparadigm. The implementation of the “Code of Bills of Quantities and Valuation forConstruction Works”(GB50500-2013) provides a new platform for project cost management.It is necessary and feasible to construct the project management system under the newspecification.The author researches according to the logic thinking of the structure advance by degrees.First of all, the project cost management system was defined. Furthermore, the "Code of Billsof Quantities and Valuation for Construction Works "(GB50500-2013) is studied andanalyzed in the perspective of project cost management.Additionally, project costmanagement system is constructed from horizontal and vertical dimensions, based on the newcode. Project cost management covers the whole process after the bidding stage, which reflectthe transverse dimensions of the system; project cost management must be operated under thewhole process perspective of risk sharing and contract obedience, ultimately project cost isachieved by the form of advance payment, progress payments, settlement amount, qualityassurance fund and the final settlement, which reflect the transverse dimensions of the system.Within the framework of the new system, the improved method is achieved, which makethe previous measurement results recognized by development party and contracting partytaken directly to the settlement. In addition, on the basis of improving the method ofsettlement, the project cost operation management is studied systemically, such as theagreement of the contract price, the realization of the construction price, the contract pricesettlement while dissolution of contract happen and the resolution of the contract pricedisputation. In the course of actual practice of engineering cost management, it is inevitable thatadjustment of project price occur. Based on elaborating the mechanism of contract priceadjustment, article has carried on classification study on the factors causing the contract priceadjustment; t and then from the perspective of risk sharing, transformation mechanism of thecontract price adjustment to the settlement price has been researched in detail, which causedby risk factors and non risk factors, along with cases validated. In addition, the article putforward measures for improvement of bidding type, reinforcement of risk management andnormalization of on-the-spot management. Finally solve key issues of the project costmanagement process.Hoping that through the construction of project cost management system based on thenew rule, the article can make modest contribution to the discipline system of engineeringcost and play a certain reference role in the practice of project cost management process.
