In April,2021,General Secretary Xi Jinping pointed out that Guilin is a famous tourist city with the best mountains and rivers in the world.which is a treasure given by nature to the Chinese nation,and we must take good care of it,and give Guilin to build a world-class tourism city important mission.Compared with the new requirements of people’s better life in the new era and the high standards of world-class tourist cities,the importance of urban planning is becoming increasingly prominent.Urban planning is usually understood as a professional technical problems,as the planning leads to social conflict,urban planning as an important public decision,its political attribute gradually valued,the political attribute in the solution for good planning,how to plan,planning subject in the fundamental interests of the people as the starting point and foothold of the urban planning decisions.In the "people-oriented" planning concept guide,urban planning cannot be separated from the joint participation of citizens.Public participation in urban planning as one of the effective means to achieve good social governance,its relevant theoretical research and practical exploration has never been interrupted in China.This paper focuses on the public management perspective,Taking the status quo of public participation in urban planning in Guilin city as the research object,To systematically summarize the research results of the public participation in urban planning abroad through the literature research method,Taking the theory of deliberative democracy,the stakeholder theory and the ladder theory of civic participation as the basic guiding theories,Investigate the current situation of the public participation in urban planning in Guilin city,To find the problems in public participation in urban planning,at the same time,Combining public participation in urban planning in the United States,Britain,Germany,and Japan,Analysis of the practices of public participation in developed countries,Analyze and summarize their experience and practices.Finally,according to the results of the investigation and analysis,the improvement path of public participation in urban planning is proposed from the aspects of system guarantee,technical support and participation effect,so as to improve the effect of public participation in urban planning in Guilin,promote the healthy and orderly development of the city,so as to realize the people-oriented and increase the public’s right to speak.
