The thesis first reviewed the theoretical studies and practical experiences of public participation in urban planning in the West, as well as social and political basis behind them. Then it introduced the work of public participation in urban planning practice in Hong Kong, especially the institutional and legal protection, process and stages presentation which have significance for our country. Then based on the background of public participation in urban planning in our country and the status of the main participatory approach, the thesis analyzed the current limitations and problems of public participation; on this basis, it took the Public Consultation Work during the Prophase of Master Plan (2009-2030) in Chaohu City as an example, through specific practice, investigation and results analysis to provide the basis and technical principles for master planning. At the same time, conclude the effects produced by different approaches of public participation, and evaluate the advantages and disadvantages of those approaches.In addition, according to questionnaire data, using statistical methods of cluster analysis, the thesis obtained the views of different groups of people towards the city and the similarities and differences of their preference, then made recommendations on issues such as how to develop public participation, how to improve work efficiency in scope of master planning.The purpose of this thesis is to analyze the approaches of public participation activities in master planning that fit the present social development stage of our country, and on the basis that the urban planning as public policy meets the requirements of fairness, impartiality, to reduce of the price of democracy, and improve the efficiency and feasibility of public participation. This study has practical significance and application value.
