| With the rapid development of digital technology,the role of new media in public participation in urban and rural planning is increasing,and online platforms are gradually becoming a "new battleground" for various participating entities,which has a significant impact on planning decisions.In the era of new media,public participation in China differs from traditional forms of public participation and is also different from the public participation models of Western societies.Analyzing and exploring the impact of new media on public participation can help promote fair planning decisions and equal public participation.Existing literature has two shortcomings in how new media affects public participation in urban and rural planning.First,it treats new media as a background and solely focuses on studying public participation in urban and rural planning.Second,although it treats new media as a research variable,the inner mechanism of its impact on public participation is still unclear.This article intends to explore the influence path of new media on public participation in urban and rural planning from three dimensions: government,public,and new media platforms.The research takes public participation in the avoidance of neighboring events as the research object,uses the fuzzy set qualitative comparative analysis method,constructs a case library containing 65 "neighbor avoidance planning events," and based on literature analysis and case extraction,distills the impact variables of public participation from the perspective of new media and systematically analyzes the interactive relationships and configuration possibilities of each conditional variable.The research found that "building a public participation platform" is a necessary condition and "media resource hierarchy" and "media usage" are sufficient conditions in single-variable analysis.In configuration analysis,five configuration paths that affect public participation were obtained.Among them,building a public participation platform,participating entities,and public opinion guidance ability are core configuration variables,and project exposure time is a secondary configuration variable.In addition,when meeting the core configuration conditions,attention should also be paid to the collaborative relationship of various variables such as "project exposure time" + "participation form" + "media resource hierarchy" or "project exposure time" + "media resource hierarchy" + "media usage." Only by working together can the maximum effectiveness of the configuration be achieved.Based on the results of path analysis and typical case analysis,in the government dimension,a standardized,transparent,and fair urban and rural planning information disclosure and feedback system can be established to create a more open,fair,and humanized urban and rural planning environment.In the public dimension,participation subjects’ rights and responsibilities can be divided according to the degree of interest and a third-party supervision mechanism can be established to safeguard public rights and interests.From the perspective of new media platforms,the government should strengthen the educational and scientific popularization functions of new media,improve the public’s quality and network application capabilities,guide positive public participation,establish a sound network public opinion monitoring and guidance system,strengthen network public opinion management,and take effective measures in a timely manner to revise planning content and meet public needs. |
