Research On The Ship Lock Management System In The Main Shipping Line Of Jiangxi Province

The ship lock is the navigation facilities of shipping hubs and water conservancy hubs.As a substitute for the original channel or a part of the new channel,they ensure the smooth and continuity of the channel.The scientific and efficient management system directly determines the development of navigation capacity and shipping benefit of ship lock.The main line of Jiangxi Province is mainly composed of the main line of Yangtze River(Jiangxi section),Ganjiang River and Xinjiang River,which is an important part of Jiangxi comprehensive transportation system.In 2020,10 ship locks such as Jinggangshan Navigation and Power Hub as well as Xin Gan Navigation and Power Hub on the main line of Jiangxi Province,will be built one after another.By then,the navigation conditions of the main line of Jiangxi Province will be greatly improved.However,the navigation efficiency and operation conditions of more than ten locks built in the auxiliary construction of hubs will directly affect the effective exertion of shipping capacity.At present,the management modes of the main line of Jiangxi Province are different.It is quite essential to draw lessons from the advanced management modes and management mechanisms at home and abroad and put forward a scientific and efficient ship lock management system based on the reality of the ship lock development in Jiangxi Province.In this paper,Holistic Governance in Management is used as a theoretical tool to study the management system of ship lock in the main shipping line of jiangxi province.The analysis shows that the current management system is “fragmented” in terms of hierarchy and function.Therefore,Holistic Governance theory has a high theoretical consistency with the management system of the main line of Jiangxi Province.Through comprehensive investigation,analysis and demonstration,this paper optimizes and integrates all lock management departments and functions of the main line of Jiangxi Province with Holistic Governance theory,explores and realizes the vertical and horizontal unification of ship lock administration and operation management,and puts forward a set of management system and corresponding management means and measures which are more suitable for Jiangxi characteristics at present,providing support for the efficient,safe operation and social and economic development of the main line of Jiangxi Province.
