Research On Risk Management Of Wind Power Financing EPC Project

Yunnan Province is rich in wind resources and has relatively good conditions for development and utilization.Since the first wind farm in Yunnan Province was put into operation in Dali in 2008,under the guidance of the national energy policy,the development and utilization of wind energy resources in Yunnan Province has been steadily accelerating,and the installed scale of wind power in Yunnan Province has always maintained a relatively rapid growth rate.Under such circumstances,the owner needs to start construction projects at the same time,and there are gaps in capital,technology and management.Therefore,the owner gradually tends to adopt the mode of-"financing + EPC" for construction.But because wind power project belongs to new energy project,at the same time,it has a high degree of complexity,a large number of participants,a large investment and a tight construction period.As a result,the process of risk management and control is relatively immature,and the occurrence of major risks will lead to comprehensive and far-reaching adverse effects and major losses.Therefore,as the owner,it is necessary to formulate risk management strategies for risk management.The purpose of this study is to apply the theory of project risk management to wind power projects,combine theory with practice,and summarize a set of best practice methods for risk management of wind power projects.Firstly,this paper analyses and discusses the characteristics of wind power financing + EPC project,then according to project risk management theory,puts forward operational risk management methods for wind power project risk management,and then applies this method to the management process of Chuxiong Nanhua 500 MW wind power project,identifies and evaluates the risk of wind power project,and formulates corresponding risk response strategies.After the completion of the project,the author summarizes the practice process of risk management,and obtains the corresponding risk management experience.Finally,the proposed risk management method based on wind power project is revised,and finally a risk management method which can be applied to other wind power projects is formed.It is hoped that these risk management methods and results can provide a reference for risk management of similar projects and contribute to the development of clean energy projects.
