Theoretical Analysis And Empirical Study On Projects Financing Lease Of Wind Power

Within the accelerated adjustment of China's energy structure in recent years.Wind power,as a typical new energy project,has been strongly supported in many aspects,like policies,taxation and so on.The entire industry has experienced a rapidly develop,the overall asset scale has expanded,and the asset quality has been continuously improved as well.In this process,various problems have been constantly exposed,including how to find stable and long-term funds to ensure the healthy development of the industry.From this point,the author tried to establish a set of mechanisms through systematic research and empirical analysis,which is helpful to financing decision-making and risk control in the construction phase of wind power projects.From the perspective of project financing leasing,this paper mainly analyzes the characteristics in three major stages within development,construction and production of wind power projects,as well as the financial attribute characteristics.And then studies the feasibility of applying the financial leasing model in wind power projects,to establish a feasibility evaluation index system.At the same time,it also discusses the main risks and influencing factors in the financing lease of wind power projects from the perspective of the lessor's risk control,and uses AHP-fuzzy comprehensive evaluation method as a risk assessment tool,to set up a risk indicator evaluation system and model from four points of default risk,market risk,technical risk and operational risk.Through researching and analyzing the operation process,risk control and rent repayment during the three stages of pre-investment,investment and post-investment of wind power project financing lease,this sturdy puts forward the theoretical basis of the financing leasing business of wind power projects.In the end,taking a specific wind power project of a financial leasing company as an example,through empirical analysis of due diligence,business plan,credit enhancement measures and other aspects,verifying the feasibility and effectiveness of the financing leasing model and risk control measures of wind power projects.
