" Innovative,coordinated,green,open and inclusive development" was formally proposed at the Fifth Plenary Session of the 18 th CPC Central Committee.Green,as an important component,is of great significance.On May 9,2014,the Civil Aviation Administration of China(CAAC)issued “the Notice on Relevant Opinions and Requirements on the Work of Airport-based Special Vehicles for Oil-to-Electricity Reform”[2014] No.1355),requiring domestic airports to reduce carbon emissions,and put forward higher requirements for general-purpose vehicles and special vehicles in the flight areas of civil airports.In late March 2018,Capital Airport Holding Company(CAH)reported to CAAC the "Application for Capital Airport Holding Company's project on the charging station of the D Airport Flight Area(feasibility report),and predicted that there will be 1170 special vehicles and 730 general-purpose vehicles in the D Airport Flight Zone by 2025.The electrification rate of special vehicles is estimated to be 10% to 20%.If calculated by100% of the electrification rate of general vehicles according to the policy,the number of electric vehicles in the flight area is 847 to 964,including 117 to 234 special vehicles and730 general vehicles.After the implementation of the D Airport Flight Area Charging Station project,the investment recovery period is 9.11 years(including one year construction period),which can reduce carbon dioxide emissions by about 8,000 tons per year.Therefore,it is necessary and significant to promote the project.Since the implementation of the project is much later than the construction of the project cluster of D Airport's investment of 80 billion yuan,there are many uncontrollable factors,and there are many processes in the later stage of the D Airport project cluster.The connection process is complicated and difficult,so there are some risks to implement the project.The completion of the project is a prerequisite for the commencement of operation of D Airport.The flight area has its own industry specificity and various requirements in terms of safety.Therefore,it is necessary to conduct risk management research on the project.The purpose of this paper is to scientifically identify,evaluate and respond to thevarious risks of the project through the risk management research of the project,to ensure that the progress of the project does not affect the completion of D Airport,ensure the safety of the project personnel,equipment and funds,and ensure that the project can support the normal operation of the electric vehicle in the flight area and leaving a margin.Thus to make the risk management of the project become the benchmark for similar projects.First,this paper studies the current situation and development trend of project risk management research at home and abroad,and collects data on the risk management of some typical airport flight area charging station construction projects at home and abroad,and analyzes the risk management research status of the whole process during planning,design and construction of these projects.And summed up the project management experience and lessons,and provided the necessary support for the risk management research of the D Airport flight zone charging station project.Secondly,based on the close relationship with the project,it provides a necessary overview of project risk management,and introduces the risks,projects,project risks and identification,evaluation and response methods of project risks.Thirdly,the paper focus on the flight area charging station project,and identifies five primary risk factors and corresponding 17 secondary risk factors by the brainstorming method,and carried out necessary data initial processing.Next,the analytic hierarchy process is used to analyze the risk factors at all levels,and the first-level risk factors and the second-level risk factors are quantified and ranked.On the basis of the analytic hierarchy process,the fuzzy comprehensive evaluation method is introduced.Based on the quantitative risk factor evaluation of the primary and secondary factors,the risk assessment value is also quantified on the overall risk of the project.And the project is derived that the overall risk level is between medium and high risk.The conclusions derived from the analytic hierarchy process and the fuzzy comprehensive evaluation method are compared and analyzed,and the risks of the project are comprehensively understood,and effective and reasonable risk response measures are sought.Because the planning,design and construction of the project are in the late stage of the construction of D Airport project cluster,the construction environment is special,the construction conditions are complex,and the connection of different projects is difficult.The research has adopted strong risk response measures.Mitigating high-level risks through risk response measures,reducing the probability of high-level risks and the degree of losses after the occurrence,and taking necessary measures for lower-level risks to ensure that risks are not upgraded.The risk management research of this project not only has reference significance for the risk management of charging stations in other new airport flight areas at home and abroad,but also valuable for risk management in the process of implementing similar projects in the airports which operating normally.
