The first element of civil aviation operation is safety,and the risk assessment and control of the flight monitoring stage in the airline of China is weak,and the identification and evaluation of the risk in the flight operation monitoring stage is very important for the control of flight risk.This paper establishes the model of flight run risk index body,elaborates the risk assignment rules of the endpoint and gives the weighting technology(hierarchical analysis method,entropy right method,risk relationship matrix),and uses fuzzy comprehensive evaluation method and risk assessment method based on fuzzy membership function combined with risk relationship matrix.Based on the operational monitoring data focus on the flight operation risk(monitoring phase)risk assessment,to obtain the results of the risk assessment.On this basis,according to the risk difference,the contribution of the indicator to the risk is sorted and the corresponding risk mitigation measures are formulated,and the risk control is finally realized.First of all,the risk source involved in flight operation is analyzed and selected,the flight operation risk index system is constructed by accident tree method,and the risk assignment rules of the terminal node of the indicator system are given in detail.Then the weighting technology of the indicator is introduced: the hierarchical analysis method,the entropy method,the relevant theoretical basis of the risk relationship matrix and the risk assessment method: Fuzzy Comprehensive Assessment.FCA and Fuzzy-based membership function(Fuzzy Membership Function)evaluates the theoretical basis of the risk method in combination with the risk relationship matrix.Then focus on the monitoring elements of the flight operation monitoring stage analysis,the key monitoring elements index selection,the construction of flight operation risk index system(monitoring stage)and the operation monitoring data collected from airlines to analyze and process,to obtain the deviation value of the relevant monitoring elements.Finally,the risk assessment and calculation of running monitoring data is evaluated based on the fuzzy Comprehensive Assessment.FCA and the fuzzy membership function combined with the risk relationship matrix assessment risk method.Get its risk assessmentresults.On this basis,according to the risk difference of the indicators to determine the contribution of each indicator to the risk and sort,as a basis for the development of relevant risk mitigation measures to achieve risk control.
