The operation and maintenance documents of highway and bridge companines are first-hand information generated in operation and maintenance activities.They are true records of operation and maintenance activities and also important basis for future management.It has irreplaceable current use value and voucher value for reconstruction and expansion of highways and bridges later.As an indispensable part of the operation and maintenance management,the management of operation and maintenance documents can be considered as the cornerstone for quality assurance of highway and bridge companies'operation and maintenance work.Therefore,the formulating of filing scope has played an important role in protecting operation and maintenance archives precisely and comprehensively,meeting the practical demands of operation and maintenance business management,and promoting the construction of archives management system for highway and bridge companies.In this thesis we study the filing scope of highway and bridge companies'operation and maintenance documents.First of all,we define the concepts such as Highway and Bridge Company,Operation and Maintenance Documents,Documents Filing and Filling Scope,and analyse the theoretical aspect of this thesis such as File Lifecycle Theory,Archival Appraisal Theory,System Engineering Theory,and Standardization Theory.Then,we select different highway and bridge companies affiliated to Jiangsu Transportation Holding Company and carry out actual investigaton.From the results of questionnaire survey and field research,we pinpoint the problems existing in the process of operation and maintenance documents management of highway and bridge companies at present,in particular the contents of filing scope such as vague and rough filing scope,weak implementation of the filing scope system,and indifferent executors.Furtheremore,from the aspects of file management process,supervision and inspection,as well as the awareness of the executors,reasons for these problems are analyzed.On this basis,we study the principles,methods and steps of formulating the filing scope of operating documents and maintenance documents.Firstly,we introduce the principle of advanced management,principle of provenance,system science principle and flexibility principle as the principles of formulating the filing scope of operation and maintenance documents for highway and bridge companies;secondly,we comb out the steps of formulating the scope of operation and maintenance documents filing,including step one analyzing the responsibilities of departments,step two analyzing the source of operation and maintenance documents,step three setting up the system of classification and numbering of documents,step four formulating the records retention schedule,step five soliciting opinions on the modification of the filing scope framework,and step six checking the details of the filing scope.Thirdly,we elaborate the methods of formulating the filing scope,such as analyzing functions of departments and value of document contents,as well as referencing existing filing scope of the operation and maintenance documents.Finally,we study the basic content of the filing scope,including but not limited to defining the classification scheme of operation and maintenance documents,and identifying the specific content of files and the carrier of documents.The last chapter of the thesis summarizes the main conclusions and points out the shortcomings of the research.In the end,from the point of view of improving the filing scope and formulating Jiangsu Provincical standards,we further discuss the future research prospectives of this work.
