Study On The Establishment Of Protection And Management System Of Drinking Water Source In Zhoushan

This paper mainly studies the protection and management of drinking water source in Zhoushan.In order to cope with the protection of water source,the current protection and management system in Zhoushan is "the integration of urban and rural water supply",that is,the city manages the water supply in five sections of the urban area of the island,while the other areas manage their own water supply.However,under the current system,there are still some problems,such as high cost of water source treatment,multiple pollution sources,unclear management responsibilities and lack of ecological compensation mechanism.The author selected Hongqiao reservoir,the largest reservoir in Zhoushan as a case for further investigation and analysis.The main pollution sources of the reservoir are mainly household pollution,agricultural pollution,traffic pollution and other pollution.In view of the above problems,the protection managers of the reservoir adopted the methods of cleaning and transporting household garbage,intercepting pollution pipes,replacing organic manure,banning livestock,etc.,in order to realize the effective protection of the reservoir.After rectification of the cost of governance,the author finds that the maintenance management cost and the overall relocation cost are huge,which is difficult to achieve results.In this regard,the author puts forward the idea of adjusting the protection management strategy and forming the ecological compensation policy system for the investigation and protection management of Hongqiao reservoir.Based on the mechanism of "centralized management," the basic train of thought,and in the whole process control principle,sustainable development principle,the principle of fairness,public participation principle,flexibility principle,the author puts forward the government leading,is approval and the trinity of the water source of drinking water management technology,as well as the ecological compensation mechanism,collaborative management system,public participation method of combining the design of mechanism system,finally puts forward the specific plan of action.
