Because of externalities, public goods attribute of the ecological resources and the current situ ation ofecological compensation mechanism is not perfect and determines theenviro nmental benefits and economic benefits associated with the beneficiaries,the destroye r, in between the protector of unfair distribution, the beneficiarieswithout paying th e high cost or even free of charge to enjoy the ecological service, ecological service provider is not the corresponding compensation,ecological environment. There is n o need to pay the corresponding cost. Free water not only violates the principle of fairness of allocation of water resources, is not conducive to the efficient use o f water resources, for example,will make the production enthusiasm of the people to protect the ecological environment of the water source area was seriously hurt, and even lead to the stagnation of the ecological protection of water sources, and eve n reverse.
