| Ecological compensation is a new area in the field of resources environment. Generally, eco-compensation for the water source area is materialized by the behavior of the beneficiaries in the catchment area who use the water resources and its ecosystem services and pay some form of compensation to the protector in the water supply region. As the eco-compensation mechanism has been put into the national agenda, eco-compensation of water source is becoming the priority area of our concern. So setting up the eco-compensation mechanism of water source is extremely urgent.Based on the above background, this paper firstly expounds the connotation of eco-compensation mechanism, introduces some related theories of eco-compensation, and compares the practical experience and research status home and abroad about the eco-compensation of water source areas. Then taking Zipingpu Reservoir as an example, this paper mainly analyzes the influencing factors of its eco-compensation mechanism and establishes its specific eco-compensation mechanism system by combining the international experience with the actual situation of Zipingpu Reservoir.In the base of literature research, expert consultation and field research, with the method of grounded theory, this paper firstly identifies five categories of influencing factors of eco-compensation mechanism of Zipingpu Reservoir, which contains22sub-factors. Then by in-depth communication with relevant experts, the22sub-factors are amended to18.With the method of ISM, this paper further analyzes the above18index and sets up their multi-level ladder graph. This graph directly reflects the relationship among each factor. ISM results show that the compensated needs of protectors, compensation pattern, compensation approach, eco-compensation laws and regulations are the most important factors of the eco-compensation mechanism of Zipingpu Reservoir,and the public demand for quality water is the most basic factor.According to ISM analysis, this paper sets up three mechanisms about the eco-compensation of Zipingpu Reservoir:accountability mechanism, payment mechanism and monitoring mechanism, and this paper gives an in-depth study on the payment mechanism. For accountability mechanism, this paper mainly conducts research on two dimensionality:compensation object and compensation main body. With regard to payment mechanism, this paper mainly conducts research on five dimensionality:its operating framework, compensation standard, compensation approach, compensation pattern and compensation network; According to monitoring mechanism, this paper mainly conducts research from five perspectives: the leadership and organization of government, the eco-compensation laws and regulations, regional cooperation, public participation and funding management. |
