With the rapid development of China's socialist economic construction,the problems of energy security and ecological environment are becoming more and more prominent.At present,China's economy has changed from stage of high-speed growth to high-quality development,which is in the critical period of changing the development mode,optimizing the economic structure and changing the driving force of growth.Promoting the development of renewable energy such as biomass energy can adapt to and meet the needs,such for energy diversified strategy,rural revitalization strategy,and green and low carbon economy.After more than a decade of exploration,the biomass industry has begun to take scale,but the problems become the bottleneck to restrict the development of biomass power generation industry that for the low degree of industrialization,commercial under-utilization and low resource utilization.Synchronously,many biomass power generation enterprises have some troubles as rising fuel costs,subsidy dependence,intense competition,etc.This paper takes Fengyuan Company,an agricultural and forestry biomass power generation enterprise,as the research object.Comprehensive application of multiple theories,as strategic management,business model and circular economy.An analysis of the macro-environment,the environment of the biomass power generation industry,and the internal resources and capabilities of Fengyuan.For Fengyuan Company has formulated the corporate mission of "continuously creating green,energy and health for human beings" and the corporate vision of "doing the best of things,green technology,and creating a better life".With the aid of SWOT strategic analysis model,research and formulated of front-end diversified development strategy and implementation measures for Fengyuan Company in the next five years.With biomass as the core,a regional recycling economy dominated by organic agricultural products,organic fertilizers,power generation,heating,and xylose oligosaccharides is formed.The research puts forward the strategic implementation approaches and such strategic safeguard measures.At last,the balanced scorecard concept is used to design the strategic control system to ensure the efficient implementation of the strategy.Through research of this paper,the diversified development strategy and implementation measures have formulated.In next years,it have guiding significance for Fengy-uan Company,and some reference significance for the other enterprises in the same industry.Based on the research of Fengyuan Company,this paper constructs a new mode of the integration and development of primary,secondary and tertiary industry,which provides a practical solution for the implementation of the strategy of rural revitalization.In addition,from the characteristics of electric power product,a new classification method of diversified development strategy is put forward in this paper.That is,according to the production process node where the diversified strategy lies,divided into front-end and back-end diversified strategy,enriched the classification method of development strategy.
