A Research On Equity Performance Evaluation Of Medical Facilities Based On The Theory Of Coupled Coordinated Development

In the context of rapid urbanization,the changes in China's urban and rural population and social spatial pattern in recent years have accelerated the reconstruction of the medical and health service network.With the continuous development of economy and society and the continuous improvement of people's income,the service capacity of medical facilities,road traffic network and residents' medical needs all change accordingly.The transfer of a large number of rural population to the city also brings about various influences on the layout of medical facilities in urban and rural areas.If the previous development concept of full coverage and equal resources is pursued,the phenomenon of medical resource waste may occur.Nowadays,most rural areas take the way of "withdrawing from the countryside and merging the towns" to integrate the medical facilities in space,and expand the scale of the facilities accordingly to improve the quality and level of medical services.However,the expansion and reduction of the scale and quantity of medical facilities will inevitably result in the increase of the service radius and the decrease of the accessibility of facilities.Nowadays,the fairness of public service facilities has attracted extensive attention from all sectors of society.< The National New Urbanization Plan(2014-2020)> emphasizes the people-oriented and fair sharing,and builds a basic public service system that meets social equity and justice,so that all residents can share the fruits of modernization.However,fairness is not completely equal to absolute average.It is assumed that the service resources of multiple systems are not equal in benefits,but their comprehensive effects can be balanced,so it can also be considered that the systems are fair.Equity performance evaluation research combines equity and efficiency for analysis,which is the key point of evaluating public service facilities at the present stage.This paper takes caoxian county,Shandong province as the research object,introduces the theory of coupling coordinated development,and constructs the index system of fair performance evaluation of urban medical facilities.Caoxian,located in the southwest of Shandong province,is less affected by major medical facilities in the province.It is a typical county research unit with large population and plain topography.In this paper,first of all,on the basis of reference to other scholars research,combining caoxian county population,economy,medical facilities and comprehensive investigation,the present situation of the street/town as a research unit,build medical facilities fair performance evaluation model: first of all to establish evaluation index system,system includes medical supplies,medical demand forces and transport links the three major indexes;Then the entropy method is used to determine the weight of the evaluation index and calculate the score of the three indexes.Finally,the coupling analysis of the three indexes is carried out,the coupling coordinated development index is calculated,and the type division and coupling characteristics of each region are obtained.In the empirical study,the present situation of medical facilities,population,economy and transportation in Caoxian were firstly sorted out to analyze the layout and use of medical facilities in Caoxian and summarize the distribution characteristics of medical facilities.Then there are the data into the building of the medical equipment fair performance evaluation in the model: the first to use medical facilities investment,facilities configuration,medical efficiency calculated scores of medical supplies force using population structure characteristic,economic characteristic,quality features scores of medical needs force is calculated using the accessibility of traffic,road network,public transport,such as traffic contact force come to the score;Then the coupling analysis of the three indexes is carried out to obtain the type division and coupling characteristics of each township/street.Finally,in order to further improve the fair performance level of medical facilities in Caoxian,according to the research conclusions of this paper,combined with the questionnaire survey,starting from the actual situation of caoxian county,this paper puts forward optimization Suggestions for the layout of medical public service facilities.
